Mr. Herrera added the insurance company will pay for the removal of the debris. Mayor Craddock directed Mr. Gonzalez to proceed as stated. Mr. Herrera stated all of the historical building but the chimneys burned. He showed slides of the remains of the building and fire damage to the surrounding trees and hedges. Mayor Craddock reminded the Council the Dunbar Recreation Center had been purchased by Mrs. Frances Marshall and donated to the City, and that Mrs. Marshall had passed away a week ago. Mr. Brown moved the Council adjourn into Executive Session pursuant to Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters where the duties of the City Attorney to the City pursuant to the Code of Pro- fessional Responsibility of the State Bar of Texas clearly conflicts with Article 6252-17; and evaluation and duties of a public officer or employee, respectively, and Ms. Kissler seconded the motion, which passed unanimously (9:30 p.m.). Mayor Craddock moved the Council reconvene at 10:27 p.m. and Mr. Brown seconded the motion, which passed unanimously (Mr. Coddington not pre- sent for the remainder of the meeting). Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 5 OF THAT ORDINANCE ADOPTED JANUARY 27, 1986 (AND WHICH WAS SUBSEQUENTLY M1ENDED ON FEBRUARY 3, 1986 AND MARCH 10, 1986) WHICH ORDERED THE HOLDING OF SPECIAL AND JOINT GENERAL ELEC- TIONS BY SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD ON APRIL 5, 1986 AND WHICH ADOPTED CERTAIN OTHER PROVISIONS RELAT- ING THERETO, TO CHANGE THE LOCATION OF THE POLLING PLACE FOR PRECINCT NO. 11; AND DECLARING AN EMERGENCY. This item was placed on the Council's agenda in order for the Council to vote on a new location for the Precinct 11 Polling Place if after inspection by the Council they found Dunbar Recreation Center to be unsuitable. The Council did inspect the building on Monday, March 24 and found the building to be suitable. For this reason, Mr. Farr moved to deny adoption of this Ordinance and Mr. Guerra seconded the motion, which passed unanimously.
