Mayor <br />Craddock moved to amend to set overtime at 1.5 times the wage rate and <br />holidays at 1.1 times the wage rate and Ms. Kissler seconded the mo- <br />tion. On roll call the following vote was recorded: <br /> AYE: Brown, Coddington, Craddock, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Farr, Guerra. <br />On roll call for authorization to bid the following vote was recorded: <br /> AYE: Brown, Coddington, Craddock, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Farr, Guerra. <br />Mayor Craddock introduced for consideration award of bid on an asphalt <br />paver machine for the Street Department. Mr. Brown moved to award bid <br />to Cooper Equipment Company of San Antonio, Texas in the amount of <br />$64,900.00 and Ms. Kissler seconded the motion, which passed unani- <br />mously. <br />Mayor Craddock introduced for consideration award of a vibrator <br />compator roller for the Street Department. Mr. Brown moved to award <br />bid to Plains Machinery Company of San Antonio, Texas in the amount <br />of $19,730.00 and Mayor Craddock seconded the motion, which passed <br />unanimously. <br />Mayor Craddock introduced for consideration award of bid on two backhoe <br />trailers for the Public Works Department. Mr. Farr moved to award bid <br />to Austin Ford Tractor of Austin, Texas in the amount of $16,878.00 <br />and Mayor Craddock seconded the motion, wh.ich passed unanimously. <br />Mayor Craddock introduced a discussion regarding the property damage <br />at Dunbar Recreation Center due to a fire. Bob Herrera advised the <br />Council there had been a fire to 4,000 square feet of the Dunbar <br />Recreation Center on March 15 at approximately 2:00 a.m. wherein <br />that portion burned to the ground. The historical building which <br />burned was designed in 1918. The insurance carrier states it needs <br />to be replaced as built in an approximate amount of $200,000.00. <br />The insurance company's process would be to negotiate with an archi- <br />tect and an engineer, go to bids and the insurance company at that <br />time would fund the project. Certain federal guidelines must be <br />met, such as handicap ramps. The National Register will need to <br />review the plans to see that we hold the original architecture of <br />the building. Jeff Kester advised the historical building which <br />burned was joined with a Gary Job Corps Dormitory in the sixties, <br />which dorm received relatively minor damage from the fire. In the <br />renovation plans which the Council had authorized be done in recent <br />weeks prior to the fire loss, the dorm was to have a kitchen and <br />office. area. Mr. Gonzalez and Mr. Farr discussed a meeting being <br />held to get the comments of the neighborhood. Mr. Gonzalez stated <br />the Home Economics Building was of historical significance and could <br />be renovated (it was not a part of the fire loss). Mr. Coddington <br />stated he would like to see the City consider removal of the dorm <br />building and make a first-class facility for the City's use and restore <br />the Home Economics Building. Mayor Craddock asked Mr. Herrera the <br />cause of the fire, to which he responded there was not a final report <br />at this time, but arson was possibly involved. Mr. Gonzalez asked <br />
