<br /> REQUEST FOR PROPOSAL <br /> REVIEW OF MANAGEMENT INFORMATION SYSTEM <br /> CITY OF SAN MARCOS, TEXAS <br /> Consultants are invited to submit a proposal for assisting <br /> the City of San Marcos in a review of Data Processing hardware and <br /> software needs. The proposals shall be submitted to the City <br /> Secretary's Office, 630 East Hopkins, San Marcos, TX on or before <br /> 4:00 p.m., November 26,1985. <br /> I. Background <br /> In 1984 a management study was conducted by LWFW, Inc. Group <br /> to review City operations. In addressing the concerns of the Data <br /> Processing Department, LWFW pointed out some area weaknesses: <br /> (1) Current user needs exceed existing capacity, <br /> (2) A Data Processing plan for the City is lacking, <br /> (3) Vendor supplied software has been modified to user <br /> specifications, <br /> (4) CUrrent computer is not adequate for achieving the <br /> information needs of the city. Problems include: <br /> - Response time <br /> - Number of applications it can run <br /> - Hardware capacity <br /> - No virtual memory <br /> - No real growth path <br /> - 16 bit versus 32 bit throughput <br /> The City believes that substantial growth will occur in the <br /> management information needs of the City not only because of an <br /> expected growth in population, but because of the need to automate <br /> other City Departments. <br /> II. Objective of the Project <br /> The objective of reviewing the Data Processing facilities and <br /> applications is to develop a plan for implementing new systems or <br /> system modifications that will eliminate current weaknesses in <br /> computer turnaround time and capacity and will provide for <br /> additional user requirements. The City has chosen to address all <br /> these needed changes with a comprehensive review that will provide <br /> for the City the most economical alternatives and at the same time <br /> avoid the inconsistencies developed by a piecemeal approach. <br />
