Project Scope <br /> The City of San Marcos desires a comprehensive review of the <br /> data processing usage and needs of the following departments: <br /> attorney's office, finance, tax, utility, administration, <br /> planning, building inspection, engineering, public works, police, <br /> municipal court, fire, health, airport, and parks and recreation. <br /> The Consultant must define the system requirements that are <br /> necessary to eliminate the current weaknesses and to incorporate <br /> the additional software and hardware required to satisfy the <br /> present and future demands of the user community. These <br /> requirements will take the form of a description of features to be <br /> incorporated into any new or modified hardware. <br /> In defining the user requirements, the Consultant must become <br /> familiar with all current applications and uses and conduct <br /> interviews with key departmental personnel and city management. <br /> The Consultant must consider: <br /> -- comments from LWFW, INC. Group management study; <br /> -- accounting standards established by the American <br /> Institute of Certified Public Accountants and Municipal <br /> Finance Officers Association for various City funds; <br /> -- reporting requirements established by Federal and state <br /> regulatory agencies; and <br /> -- security needs. <br /> After defining the requirements, the Consultant should <br /> develop his recommended approach for the enhancement or <br /> replacement of the existing computer system and should answer such <br /> questions as: <br /> -- Should the current software be revised or replaced? <br /> -- List specifications of recommended computer systems. <br /> -- How should the City phase the implementation of the <br /> improvements? <br /> -- How much time can the City anticipate each improvement <br /> will require and at what cost? <br /> -- How should the City appropriately contract for services <br /> to accomplish these improvements? <br /> The Consultant should determine the most cost-efficient <br /> implementation. <br />
