<br /> It is anticipated that the project will begin during the <br /> month of December, 1985. <br /> IV. Proposal Requirements <br /> Each firm is requested to submit five copies of their <br /> proposal. The elements to be included within the proposal are as <br /> follows: <br /> 1. An overview and description of the Consultant's proposed <br /> approach for the project. <br /> 2. A work plan describing the time schedule, allocation of <br /> time between tasks, and any City of San Marcos staff support <br /> (if required). <br /> 3. A description of the firm and a list of references where <br /> the Consultant has conducted similar work. This list should <br /> include names and phone numbers of persons to contact to <br /> appropriately review the Consultant's involvement. <br /> 4. A list of personnel to be assigned to the study and <br /> biographical sketches outlining the experience of such <br /> personnel. If a consultant team is proposed, a team leader <br /> should be identified. <br /> 5. A declaration for the purpose of determining independence <br /> (See Section VI). <br /> V. Proposal Evaluation <br /> The City of San Marcos will perform an overall best value <br /> analysis which will consider the technical proposal, cost <br /> analysis, the firm's past experience, qualifications of personnel <br /> assigned to the project and the ability of the consultant to <br /> perform the requirements as proposed. The City of San Marcos <br /> reserves the right to make an award in the best interest of the <br /> City of San Marcos all factors considered. The technical portion <br /> of the proposals submitted will be the most important <br /> consideration in awarding and should therefore be complete and <br /> specific. Although cost may not be a controlling factor in the <br /> evaluation process, it will nevertheless be considered in the <br /> negotiation and awarding of the study. In addition, the City <br /> reserves the right to reject all proposals and resolicit in the <br /> event no adequate and solely responsive proposals are received and <br /> negotiations fail to provide mutually satisfactory results. <br /> The proposals will be reviewed by a committee composed of the <br /> City Manager, the Assistant City Manager, Finance Director, the <br /> Police Chief and the Data Processing Manager.
