<br /> Most users of the system are no longer intimidated by the <br /> computer, but, <br /> Currently, the installation process seems to be without <br /> direction. <br /> - Most applications installed and planned are consistent with what <br /> other similar sized cities are doing. <br /> - The computer software vendor the City selected is good and has a <br /> sound reputation in the municipal marketplace. <br /> - System selection process for the original system and su bsequen t <br /> computer upgrade has not been as effective as desired -- Actually, <br /> the initial philosophy of acquiring a turnkey system and adapting to <br /> it was correct but did not occur. <br /> System's capacity for achieving the City's needs is not <br /> sufficient. <br /> Planning for installation has been weak. <br /> Users do not understand Data Processing's role and what is <br /> expected from them. <br /> Application software is being custom developed while other <br /> partially installed applications continue to have random <br /> problems. <br /> Vendor supplied software has been modified to user <br /> specifica tions.
