<br /> APPENDIX A <br /> 4. APPROACH <br /> <br /> The installation of a performance-based pay program involves several major <br /> phases. These are outlined below and even though they are described separately, <br /> some of them will be done concurrently. <br /> Before we discuss the separate phases, three points need to be made on our <br /> general approach. <br /> 0 The desien and installation uses a narticinative annroach. <br /> <br /> Waters, Trego & Davis was the leader in utilizing City Council <br /> management and employee input in developing pay for performance systems. <br /> We feel it is essential to build management philosophy and employee input <br /> into each project. Therefore, at several points, the input of key managers <br /> and employees is obtained and utilized. <br /> 0 Employees participate in a general orientation and communications session <br /> at the beginning of each project. <br /> 0 Employees will complete a job description questionnaire which will be <br /> utilized for other project phases. <br /> 0 Selected employees will be interviewed after completion of the job <br /> description questionnaire to assure accuracy and understanding. <br /> 0 Employee input is utilized in job evaluations. <br /> 0 Employee committees are utilized to assist in the development of <br /> performance appraisal documents. <br /> 0 Management concerns and issues are taken into account in the installation <br /> and in all design aspects. <br /> 4-1 <br />
