0 Management will be involved in all project phases to assure understanding.
0 City Council, Management, and employees will receive periodic updates on
the status of the project.
There are two primary benefits to this participative approach. First, the
final program is your program, custom-designed to fit the unique
managerial requirements and in ternal en vironmen t of the City of San
Marcos, while at the same time being based on sound compensation
principles. Secondly, with this participation comes understanding and
acceptance of the program -- key ingredients to the success of a
performance-based program.
0 We focus our efforts on the Drofessional develoDment of each Droiect Dhase.

Throughout each engagement we concentrate on the professional design and
development of the various phases to insure the successful implementation
and administration of the program. We develop a close working relationship
with your key personnel to develop a pay system that reflects the City of
San Marcos.
This results in two main benefits. First, when the implementation process is
completed, the City is self-sufficient in administering the pay program. We
leave our clients with the ability to stand alone after projects are completed.
Second, this commitment to excellence produces a pay system that is state-
of -the-art instead of a canned, mechanical program.
4-2
