1. Manaeement Communication and Interviews

To begin this engagement, an informative workshop on Wage and Salary
principles and system installation will be held with the department
managers and key personnel. It will explain the objectives, the timetables,
and the roles of various groups in the process, as well as answering any
questions they may have. At the end of the presentations, the managers
should have an understanding of a pay-for-performance program, and the
process of implementing such a system. We will also conduct one-on-one
interviews with selected managers to identify issues or concerns that need to
be addressed. The interviews assist in determining exact organizational
needs and in developing productive working relationships with key
managers. If desired, interviews will also be conducted with members of
the City Council.
2. General Communication

Presentations will be made to all employees, explaining the objectives, the
timetable, and their roles in the installation of a performance-based pay
system. It is expected that these presentations will be given to employee
groups (of 40-50 employees). The presentations last approximately forty-
five minutes. As mentioned above, a more detailed presentation will be
given to managers first.
4-3
