3. Job Descrintions
This phase consists of the preparation of written job descriptions that are
current and accurate. The job description questionnaire completed by each
employee will gather information that will later form the basis for both job
evaluation and performance appraisal.
Waters, Trego & Davis, Inc. will, in consultation with the City, develop a
Job Description Ques tionnaire( s). Each employee will complete a
questionnaire after an orientation session. The questionnaires are reviewed
by the appropriate supervisory and management staff. Our firm will
oversee the distribution, collection, and review of the questionnaires and
will develop the actual job description. We will also interview employees as
the need arises. The end result will be a quality job description in a
standard format for all non-civil service employees.
4. Job Evaluation
In this phase, all jobs will be evaluated using a point factor job evaluation
system. The approach we propose is rather unique because it:
0 combines sound compensation principles with the values
reflected by management.
0 allows employees to buy-in to the system under which they are
being administered.
0 increases employee understanding of the salary administration
program.
0 uses an interactive computer program and analysis to help insure
consistency of evaluations.
4-4
