Official SIGNS, authorized by any of the bodies listed in Sec. 2-1 (9), on any PREMISE designating it as a historical site. s.~c. 3 - 6.R~qqi,t'~dSIGNS. Each developed PREMISE or occupancy which has an assigned street address shall, as a part of its signage, have the applicable address numerals displayed within view of the street upon which it is addressed. Sec. 3-7. Prohibited SIGNS. The following SIGNS are prohibited within the jurisdiction of this Ordinance. 1. Moving or intensely lighted SIGNS, or SIGNS consisting of, or animated by flashing, blinking, or traveling lights not providing constant illumination, except for permitted AUTOMATIC CHANGING SIGNS. 2. PORTABLE SIGNS, except for TEMPORARY SIGNS permitted in accordance with Sec. 4-3. 3. Any SIGN having more than two faces. 4. SIGNS which emit odor, visible matter, or audible sound. 5. Any SIGN, other than a POLITICAL SIGN, displayed upon a vehicle except for VEHICLE SIGNS as defined in Sec. 2- 5(11), and except for other SIGNS temporarily ca.rried on or in vehicles for the sole purpose of transporting to the location of intended display. NONCONFORMING SIGNS., Any SIGN existing on the effective date of this Ordinance which is determined by the ADMINISTRATOR to be a hazard to public health and safety, or is ERECTED after the effective date of this Ordinance and which violates any provision contained therein, is illegally NONCONFORMING and is subject to immediate enforcement in accordance with the provisions of Sec. 5-4. All PORTABLE SIGNS existing on the effective date of this ordinance may continue to be displayed only in accordance with Sec. 4-2. Any NONCONFORMING SIGN for which the OWNER is compensated by the CITY in accordance with State law must be removed immediately upon such compensation. All TEMPORARY SIGNS existing on the effective date of this ordinance shall be removed upon expiration of the applicable time limits provided in Sec. 4-:3. All other NONCONFORMING SIGNS, including those which come under the jurisdiction of this ordinance due to expansion of the CITY and/or its Extraterritorial Jurisdiction, are legal and may be continued and maintained in good condition, but shall not be: 1. changed to another NONCONFORMING SIGN except as provided in Section 4-1; 2. structurally altered in a way that prolongs the original useful life of the SIGN, or otherwise be altered or expanded in any manner which increases the degree of nonconformity with the following exceptions: -9-
