<br /> 1'/. Spotlighting, landscaping features, and works of fine <br /> art which display no words or symbols of a commercial <br /> nature. <br /> 18. Official SIGNS, authorized by any of the bodies listed <br /> in Sec. 2-1 (9), on any PREMISE designating it as a <br /> historical site. <br /> s.~c. 3 - 6.R~qqi,t'~dSIGNS. <br /> Each developed PREMISE or occupancy which has an <br /> assigned street address shall, as a part of its signage, <br /> have the applicable address numerals displayed within view <br /> of the street upon which it is addressed. <br /> Sec. 3-7. Prohibited SIGNS. <br /> <br /> The following SIGNS are prohibited within the <br /> jurisdiction of this Ordinance. <br /> 1. Moving or intensely lighted SIGNS, or SIGNS consisting <br /> of, or animated by flashing, blinking, or traveling <br /> lights not providing constant illumination, except for <br /> permitted AUTOMATIC CHANGING SIGNS. <br /> 2. PORTABLE SIGNS, except for TEMPORARY SIGNS permitted in <br /> accordance with Sec. 4-3. <br /> 3. Any SIGN having more than two faces. <br /> 4. SIGNS which emit odor, visible matter, or audible <br /> sound. <br /> 5. Any SIGN, other than a POLITICAL SIGN, displayed upon a <br /> vehicle except for VEHICLE SIGNS as defined in Sec. 2- <br /> 5(11), and except for other SIGNS temporarily ca.rried <br /> on or in vehicles for the sole purpose of transporting <br /> to the location of intended display. <br /> S~c .3-:-6 . NONCONFORMING SIGNS., <br /> Any SIGN existing on the effective date of this <br /> Ordinance which is determined by the ADMINISTRATOR to be a <br /> hazard to public health and safety, or is ERECTED after the <br /> effective date of this Ordinance and which violates any <br /> provision contained therein, is illegally NONCONFORMING and <br /> is subject to immediate enforcement in accordance with the <br /> provisions of Sec. 5-4. All PORTABLE SIGNS existing on the <br /> effective date of this ordinance may continue to be <br /> displayed only in accordance with Sec. 4-2. Any <br /> NONCONFORMING SIGN for which the OWNER is compensated by the <br /> CITY in accordance with State law must be removed <br /> immediately upon such compensation. All TEMPORARY SIGNS <br /> existing on the effective date of this ordinance shall be <br /> removed upon expiration of the applicable time limits <br /> provided in Sec. 4-:3. <br /> All other NONCONFORMING SIGNS, including those which <br /> come under the jurisdiction of this ordinance due to <br /> expansion of the CITY and/or its Extraterritorial <br /> Jurisdiction, are legal and may be continued and maintained <br /> in good condition, but shall not be: <br /> 1. changed to another NONCONFORMING SIGN except as <br /> provided in Section 4-1; <br /> 2. structurally altered in a way that prolongs the <br /> original useful life of the SIGN, or otherwise be <br /> altered or expanded in any manner which increases the <br /> degree of nonconformity with the following exceptions: <br /> -9- <br />
