STANDARDS <br /> SeG. .. 4,:::::1. OFF:::::PREMISE ADYER'rISING SIGNS. <br /> OFF-PREMISE ADVERTISING SIGNS which are temporary, as <br /> defined in Sec. 2-2(5), are permitted subject to the <br /> provisions of Sec. 4-3. New permanent OFF-PREMISE <br /> ADVERTISING SIGNS are not permitted, except as provided <br /> below. <br /> L Restructuring. Existing OFF-PREMISE SIGNS may be <br /> restructured from multiple wooden pole frames to metal <br /> mono pole frames in compliance with HEIGHT and SIGN <br /> FACE limitations set out in subsection 3, below. <br /> 2. Relocation. If an existing OFF-PREMISE SIGN must be <br /> removed because of loss of lease, the SIGN OWNER may <br /> construct a relocated SIGN subject to limitations set <br /> out in this subsection and subsection 3, below. No <br /> SIGN OWNER may increase his inventory of OFF-PREMISE <br /> SIGNS by use of this section. <br /> a. Replacement of SIGNS shall be allowed only in the <br /> following areas: Along IH-35 between Centerpoint <br /> Road to the south and the CITY's ETJ to the north, <br /> and along Highways 123, 21, and 80. <br /> b. ZONING DISTRICTS and land use categories. <br /> Relocated OFF-PREMISE SIGNS shall not be located <br /> on property which is designated as a residential <br /> district by the General Zoning Ordinance, or as <br /> residential land use in the Extraterritorial <br /> Jurisdiction by the San Marcos Master Plan. <br /> c. A SIGN OWNER may, upon presentation of an <br /> affidavit from his lessee, that the location will <br /> no longer be available for the OFF-PREMISE SIGN, <br /> file a permit for construction of a relocated <br /> SIGN. The permit must be applied for prior to <br /> removal of the existing SIGN or the SIGN OWNER's <br /> right to relocate his SIGN is forfeited. <br /> 3.
