<br /> ARTICLE 1. AU1'HORI 'rY <br /> Sec-J::l~Pqrpo6'E;~ <br /> These regulations are intended to authorize the USE <br /> SIGNS which are compatible with their surroundings, <br /> appropriate to the type of activity to which they pertain, <br /> expressive of the identity of individual proprietors or of <br /> the community as a whole, legible in the circumstances in <br /> Tt1hich they are seen, and which would not endanger the public <br /> health or safety due to size, location, construction, <br /> maintenance, or manner of display. It is further intended <br /> that SIGNS shall not interfere with scenic views, be <br /> detrimental to land or property values, or otherwise <br /> constitute a nuisance with respect to the aesthetic <br /> standards and social values of the community. Other <br /> purposes include promoting more effective advertising, <br /> reducing the amount of certain types of SIGNS, and <br /> eliminating NONCONFORMING SIGNS. <br /> Sec. . 1 ::2. . Jurisdi.ction. <br /> These regulations shall be in full force and effect <br /> within the corporate limits of the CITY of San Marcos, <br /> Texas, and within its Extraterritorial Jurisdiction as <br /> authorized by the State of Texas. <br /> Sec... m 1::3..nApplicability:- <br /> Except as may be hereinafter provided, no SIGN shall be <br /> ERECTED, displayed, or substantially altered or <br /> reconstructed except in conformance with the provisions of <br /> this ordinance. Where the requirements or standards imposed <br /> by any provision of this ordinance for a particular SIGN are <br /> either more restrictive or less restrictive than comparable <br /> conditions imposed by any other provision of this ordinance <br /> or of any other law, ordinance, or regulations of any kind, <br /> the requirements and standards which are more restrictive <br /> shall apply. <br /> ARTICLE II. DEFINITIONS <br /> As used in this Ordinance, unless the context otherwise <br /> requires, the following words and phrases shall have the <br /> meanings respectively ascribed to them by this article. <br /> 1. ABANDONED SIGN: An ON-PREMISE SIGN located on property <br /> which becomes unoccupied for a period of six or more <br /> consecutive months, or any SIGN including an OFF- <br /> PREMISE SIGN which pertains to a business, product, <br /> service, event, or purpose which has not been <br /> applicable for 60 consecutive days. <br /> 2. ADì<IINISTRATOR.: The Director of Planning and Building <br /> Inspection or other CITY staff designated to administer <br /> and enforce this Ordinance. <br /> 3. ARCHITECTURAL BLADE SIGN: A special type of ROOF SIGN <br /> or PROJECTING SIGN with no legs or braces which is <br /> designed to look like part of the building structure <br /> rather than a separate attached structure. <br /> 4. AUTOMATIC CHANGING SIGN: An electronically or <br /> electrically controlled SIGN which automatically <br /> changes the SIGN COpy on éI. preprogrammed cycle through <br /> the USE of illumination. <br /> -1- <br />
