AR'l'ICLE III - GENERAL PROVISIONS Sec.- ..3::-1.L9ca:ti9n. All SIGNS are subject to the following general locational restrictions. 1. No SIGN shall be maintained at any location where by reason of its position, size, shape, or color, it may interfere with the view of, or be confused with, any traffic control SIGNS or signals, or where it may mislead or confuse traffic. 2. Only SIGNS required in the interest of public safety may occupy a required off-street parking or loading space, or obstruct any vehicular driveway or pedestrian walkway. 3. No SIGN, except PUBLIC SERVICE SIGNS or a single free- standing SIGN, shall be located within a SIGHT- TRIANGLE. The free-standing SIGN shall be either a GROUND SIGN not exceeding 3 feet in height, or a POLE SIGN having a single pole 18 inches or less in diameter and containing a SIGN having its lowest edge 12 feet or greater above the elevation of the crown of the nearest roadway. 4. No SIGN except PUBLIC SERVICE SIGNS, BENCH SIGNS, and IDENTIFICATION SIGNS meeting the requirements of Sec. 4-4.7, shall be permitted to be located on public property in any district, and no other SIGN shall project over public property except for TEMPORARY BANNER and permitted SIGNS in the Central Business Area ZONING DISTRICT. 5. Except for areas located outside the CITY, no SIGN may be attached to a tree, whether on public or private property, and only PUBLIC SERVICE SIGNS may be attached to utility poles. 6. Only SIGNS required in the interest of public safety may be ERECTED so as to obstruct any required accessway, window, fire escape, required exit, or door opening intended as a means of egress, and no SIGN shall interfere with any opening required for ventilation. 7. SIGNS and their supporting structures shall maintain clearance from, and noninterference with, all above- ground and underground facilities and conduits for water, sewage, gas, electricity, or communications equipment and lines, and shall not interfere with surface or subsurface drainage. .Sec...3::-2..... . Maintenance. Any SIGN meeting the definition of a DEFECTIVE SIGN shall be subject to enforcement as provided in Sec. 5-4 unless repaired or removed by the OWNER. Sec..... 3.::-3. Aband9nmen;t. Any SIGN meeting the definition of an ABANDONED SIGN, and which is NONCONFORMING with respect to any other provision of this ordinance, shall be removed by the OWNER unless the SIGN is modified to be in full compliance with all such -7-
