<br /> AR'l'ICLE III - GENERAL PROVISIONS <br /> Sec.- ..3::-1.L9ca:ti9n. <br /> All SIGNS are subject to the following general <br /> locational restrictions. <br /> 1. No SIGN shall be maintained at any location where by <br /> reason of its position, size, shape, or color, it may <br /> interfere with the view of, or be confused with, any <br /> traffic control SIGNS or signals, or where it may <br /> mislead or confuse traffic. <br /> 2. Only SIGNS required in the interest of public safety <br /> may occupy a required off-street parking or loading <br /> space, or obstruct any vehicular driveway or pedestrian <br /> walkway. <br /> 3. No SIGN, except PUBLIC SERVICE SIGNS or a single free- <br /> standing SIGN, shall be located within a SIGHT- <br /> TRIANGLE. The free-standing SIGN shall be either a <br /> GROUND SIGN not exceeding 3 feet in height, or a POLE <br /> SIGN having a single pole 18 inches or less in diameter <br /> and containing a SIGN having its lowest edge 12 feet or <br /> greater above the elevation of the crown of the nearest <br /> roadway. <br /> 4. No SIGN except PUBLIC SERVICE SIGNS, BENCH SIGNS, and <br /> IDENTIFICATION SIGNS meeting the requirements of Sec. <br /> 4-4.7, shall be permitted to be located on public <br /> property in any district, and no other SIGN shall <br /> project over public property except for TEMPORARY <br /> BANNER and permitted SIGNS in the Central Business Area <br /> ZONING DISTRICT. <br /> 5. Except for areas located outside the CITY, no SIGN may <br /> be attached to a tree, whether on public or private <br /> property, and only PUBLIC SERVICE SIGNS may be attached <br /> to utility poles. <br /> 6. Only SIGNS required in the interest of public safety <br /> may be ERECTED so as to obstruct any required <br /> accessway, window, fire escape, required exit, or door <br /> opening intended as a means of egress, and no SIGN <br /> shall interfere with any opening required for <br /> ventilation. <br /> 7. SIGNS and their supporting structures shall maintain <br /> clearance from, and noninterference with, all above- <br /> ground and underground facilities and conduits for <br /> water, sewage, gas, electricity, or communications <br /> equipment and lines, and shall not interfere with <br /> surface or subsurface drainage. <br /> .Sec...3::-2..... . Maintenance. <br /> Any SIGN meeting the definition of a DEFECTIVE SIGN <br /> shall be subject to enforcement as provided in Sec. 5-4 <br /> unless repaired or removed by the OWNER. <br /> Sec..... 3.::-3. Aband9nmen;t. <br /> Any SIGN meeting the definition of an ABANDONED SIGN, and <br /> which is NONCONFORMING with respect to any other provision <br /> of this ordinance, shall be removed by the OWNER unless the <br /> SIGN is modified to be in full compliance with all such <br /> -7- <br />
