<br /> -3- <br /> SECTION 7. That an electronic voting system as the term <br />is defined in Section 121.003, Election Code, V.T.C.A., shall be <br />utilized in connection with said elections. Said system shall be <br />utilized for all absentee voting as well as for all precinct <br />voting conducted on election day. Dr. Wilbon Davis is hereby <br />appointed as programmer, and he shall prepare a program for the <br />automatic tabulating equipment. Ample voting equipment shall be <br />provided for absentee voting and in each of the various precincts <br />on election day. The central counting station is established as <br />the Conference Room, San Marco s City Hall, 630 E. Hopkins. The <br />Presiding Judge of the Central Counting Station shall be Danny <br />Dever. The Alternate Judge and Counting Station Supervisor shall <br />be Pam Dever. <br /> SECTION 8. That said election shall be held under the <br />provisions of and in accordance with the provisions of the Charter <br />and ordinances of the City of San Marcos, and, so far as may be <br />applicable, in accordance with the laws of the State of Texas. <br /> SECTION 9. That a copy of this Ordinance signed by the <br />Mayor of the City, attested by the City Secretary and approved by <br />the City Attorney, shall serve as proper notice of said election. <br /> SECTION 10. That notice of said election including a Spanish <br />translation thereof, shall be published in a newspaper published <br />in San Marcos not earlier than April 7, 1986 or later than April <br />9, 1986, shall be posted in each City election precinct in which <br />said election is to be held on or before March 29, 1986 and shall <br />be posted on the bulletin board at City Hall on or before ~larch <br />29, 1986. <br /> SECTION 11. That a copy of this Ordinance shall be <br />delivered on or before April 14, 1986 to the presiding judge of <br />each election precinct in which the election is ordered to be <br />held, which copy shall serve as a notice or writ of election as <br />required by Section 4.007 of Chapter 4 of the Election Code, <br />V.T.C.A. <br /> SECTION 12. That testing of the automatic tabulating <br />equipment shall be performed and notice thereof shall be given, in <br />accordance with Subchapter D of Chapter 127 of the Election Code, <br />V.T.C.A. <br /> SECTION 13. That the rate of compensation to be paid <br />judges and clerks for services rendered during said special <br />election by said City to be held on April 19, 1986 be, and the <br />same is hereby, established at Five Dollars ($5.00) per hour. <br /> SECTION 14. That the additional compensation to be paid <br />judges who deliver returns of said election is hereby established <br />at Twenty-Five Dollars ($25.00). <br /> SECTION 15. That the importance of this Ordinance creates <br />an emergency and an imperative public necessity so that the <br />provisions of the Charter requiring that ordinances shall be <br />presented at three separate meetings and that no ordinance shall <br />become effective until the expiration of ten (10) days follovdng <br />the date of its final passage be suspended, and these provisions <br />are hereby suspended, and this Ordinance shall take effect and be <br />in full force and effect from and after its adoption and after its <br />publication in a newspaper of general circulation in the area as <br />required by the Charter of the City of San Marcos, Texas. <br /> PASSED, APPROVED AND ADOPTED this 24th day of March, 1986. <br /> ~i:~addOCk <br /> Mayor <br />
