-3- SECTION 7. That an electronic voting system as the term is defined in Section 121.003, Election Code, V.T.C.A., shall be utilized in connection with said elections. Said system shall be utilized for all absentee voting as well as for all precinct voting conducted on election day. Dr. Wilbon Davis is hereby appointed as programmer, and he shall prepare a program for the automatic tabulating equipment. Ample voting equipment shall be provided for absentee voting and in each of the various precincts on election day. The central counting station is established as the Conference Room, San Marco s City Hall, 630 E. Hopkins. The Presiding Judge of the Central Counting Station shall be Danny Dever. The Alternate Judge and Counting Station Supervisor shall be Pam Dever. SECTION 8. That said election shall be held under the provisions of and in accordance with the provisions of the Charter and ordinances of the City of San Marcos, and, so far as may be applicable, in accordance with the laws of the State of Texas. SECTION 9. That a copy of this Ordinance signed by the Mayor of the City, attested by the City Secretary and approved by the City Attorney, shall serve as proper notice of said election. SECTION 10. That notice of said election including a Spanish translation thereof, shall be published in a newspaper published in San Marcos not earlier than April 7, 1986 or later than April 9, 1986, shall be posted in each City election precinct in which said election is to be held on or before March 29, 1986 and shall be posted on the bulletin board at City Hall on or before ~larch 29, 1986. SECTION 11. That a copy of this Ordinance shall be delivered on or before April 14, 1986 to the presiding judge of each election precinct in which the election is ordered to be held, which copy shall serve as a notice or writ of election as required by Section 4.007 of Chapter 4 of the Election Code, V.T.C.A. SECTION 12. That testing of the automatic tabulating equipment shall be performed and notice thereof shall be given, in accordance with Subchapter D of Chapter 127 of the Election Code, V.T.C.A. SECTION 13. That the rate of compensation to be paid judges and clerks for services rendered during said special election by said City to be held on April 19, 1986 be, and the same is hereby, established at Five Dollars ($5.00) per hour. SECTION 14. That the additional compensation to be paid judges who deliver returns of said election is hereby established at Twenty-Five Dollars ($25.00). SECTION 15. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the provisions of the Charter requiring that ordinances shall be presented at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days follovdng the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos, Texas.
