Plainly Audible Noise - Any noise for which <br /> the information content of that noise is <br /> unambiguously transferred to the listener, <br /> such as, but not limited to, understanding <br /> of spoken speech, comprehension of whether a <br /> voice is raised or normal, or comprehension <br /> of musical rhythms. <br />u. Property Boundary - An imaginary line <br /> exterior to any enclosed structure, at the <br /> ground surface, and its vertical extension, <br /> which separates the real property owned or <br /> occupied by one person from that owned or <br /> occupied by another person. <br />v. Public and Private Projects - Any activity <br /> other than the construction or alteration of <br /> a single-family dwelling that requires a <br /> building permit from the Building Inspection <br /> Department. <br />w. Public Right-Of-vlay - Any street, avenue, <br /> highway, or alley or similar place which is <br /> owned or controlled by a public governmental <br /> entity. <br />x. Sound - Temporal and spatial oscillation in <br /> pressure, or other physical quantity, in a <br /> medium with interval forces that causes <br /> compression and rarefaction of that medium, <br /> and which propagates at finite speed to <br /> distant points. <br />Y. Sound Level Meter - An instrument, including <br /> a microphone, amplifier, output meter, and <br /> visual display and frequency weighting <br /> networks, that is sensitive to pressure <br /> fluctuations. The instrument reads sound <br /> pressure level when properly calibrated with <br /> an acoustical calibrator accurate to +/- dB <br /> and is to Type II or Type I so specified in <br /> ANSI Publication Sl.4-l97l or the latest <br /> approved revision thereof. <br />z. Sound Pressure - The instantaneous <br /> difference between the actual pressure and <br /> the average or barometric pressure at a <br /> given point in space due to sound. <br />AA. Stationary Source of Sound - Any device, <br /> fixed or movable, which is located or used <br /> on property other than a public <br /> right-of-way. <br />BB. Use District - Districts designated by the <br /> General Zoning Ordinance of the City of San <br /> Marcos, Texas, except that for purposes of <br /> the San Marcos Noise Ordinance the following <br /> definitions shall apply: <br /> Residential - The following use <br /> districts shall be considered <br /> residential: Pre-Development District <br /> ( PD), Rural Residential District (RR), <br /> Suburban Residential District ( SR) , <br /> Single Family Dwelling District Low <br /> Density (R-l), Single Family Dwelling <br /> District Medium Density (R-2), Duplex <br /> or Two-Family Dwelling District Low <br /> Density (DP-l) , Duplex or <br /> Two-Family Dwelling <br /> Medium Density <br />
