-5- Proposition No. 29 Remove the municipal airport restriction from several tracts of land out of the Municipal Airport Subdivision totaling approximately 18.16 acres in size, more or less, and being part of that property commonly known as Lowman Airfield located on the southeast side of the 2200 through 2600 blocks of IH-35 South, as the same is no longer needed as a municipal airport, so that the proceeds from any sale and/or trade may be used only to acquire parkland. Proposition No. 30 The acquisition by the City of all or a portion of certain land to be used by the City as a nature conservancy (green belt) and drainage basin for the protection of the San Marcos River bounded generally by Sessom Drive, Chestnut Street, and Peach Tree Street. E. That the official canvass of the returns of said elections re:El ects that the following proposition was defeated by a majority of the qualified voters voting in said election. Proposition No. 10 Add Section 4.05 to allow the appointment by the City Council of an Assistant to perform such services for the Council as it shall request and which are not inconsistent with the Charter. SECTION 4. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the provisions of the Charter requiring that ordinances shall be presented at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos.
