-4- Proposition No. 19 Amend Section 8.17 to provide that the Finance Director shall certify to the existence of funds for proposed expenditures. Proposition No. 20 Amend Section 8.17 to increase to $5,000 the City Manager's authority to contract for budgeted expenditures, as provided by State law. Proposition No. 21 Amend Section 8.17 to provide for rejecting competitive bids. Proposition No. 22 Amend Section 12.02 to delete obsolete sub-sections and re-nurnber the remaining sub-sections. Proposition No. 23 Amend present Section l2.02(c)(2} to provide for annual duties of the Ethics Review Commission. Proposition No. 24 Amend present Section 12.02(c)(5} to provide that the Ethics Commission may recommend prosecution or other action for violations of the Code of Ethics. Proposition No. 25 Amend Section 12.12 to provide that the Charter Review Commission shall meet in odd-numbered years. Proposition No. 26 Amend Section 12.12 to provide that the Charter may be amended as provided in Article 1170, Vernon's Annotated Texas Statutes. Proposition No. 27 Delete Section 12.14 which pertains to the manner of the original adoption of the charter by the voters and is no longer necessary. Proposition No. 28 Remove the parkland restriction from a tract of land approximately 14.75 acres in size, more or less, the same being the most southern corner or end of a tract of land approximately 25 acres in size, more or less, commonly known as the Old Sewer Treatment Plant property located on the southeast side of the 1300 Block of IH-35 North near the Department of Public Safety headquarters for San Marcos, so it may be sold and/or traded and the proceeds used only to acquire more suitable parkland and/or recreation facilities.
