The PDD is the first article in Chapter <br /> 35, proposed as the Comprehensive Code <br /> Chapter of the City Code. Articles in <br /> this Chapter would address zoning and <br /> subdivision regulation in a <br /> comprehensive and unified manner. <br /> b. This regulation is a state of the art <br /> land use code and is a significant <br /> departure from typical land use <br /> regulatory techniques, in that it <br /> emphasizes performance rather than <br /> specification standards. It allows more <br /> flexibility and offers a design oriented <br /> approach to land development that is <br /> environmentally sensitive and beneficial <br /> to the community at large. <br /> c. The ordinance is affirmative and <br /> positive in character rather than <br /> negative and prohibitive. Bonuses or <br /> incentives are provided for development <br /> that meets the goals, objectives, and <br /> policies of the Master Plan and that <br /> provide general benefit features. <br /> d.
