<br />3 <br /> <br /> <br /> <br /> <br /> <br /> <br />Special Meeting May 5, 1986 Page 3 <br /> <br /> <br />Mr. Brown moved for adoption of the Resolution and Ms. Kissler se- <br />conded the motion. The Staff advised the purchase could be made <br />through funds designated for Post Road improvements. Mayor Younger <br />stated we were not far enough along with the plans for the Loop and <br />the Municipal Utility Districts (MUDs) are not yet in place, so the <br />City may want to make different arrangements in the future. Mr. <br />Farr thinks the City should purchase the property now, and if we <br />do not need the property in the future, we can sell it. Mr. Codding- <br />ton stated he agreed with Mayor Younger's statements and that he does <br />not think it is a viable project and does not think we are ready to <br />make this purchase. Mr. Farr reminded the Council the Butler project <br />will utilize Post Road. Ms. Kissler reminded the Council that Post <br />Road has been designated for a long period of time for four lanes. <br />Mayor Younger stated he thought the City could utilize the funds in <br />other areas that would be more valuable to the immediate future of <br />the City. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Kissler, Nicola. <br /> <br />NAY: Coddington, Younger, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration an emergency addendum, <br />award of bid for Millview Area improvements. Mr. Farr moved to <br />award bid to P. A. Stark Construction, Inc. of Austin, Texas in the <br />amount of $274,090.00 and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration an e..>ærgency addendum at:thorizing the <br />Qty Attorney to take legal action against David Esparza for violations of <br />the Zoning Ordinance. Mr. Hankins advised the Council David Esparza <br />had moved a mobile home onto a residential lot without a permit and <br />had been advised he was in violation and that Mr. Esparza does not <br />want to correct the situation. Mr. Hankins stated he could advise <br />Mr. Esparza he would have 72 hours to remove the mobile home from <br />the residential lot or the City would file suit against him for such <br />violation.
