<br /> GENERAL INFORMATION AND PREAPPLICATION GUIDELINES <br /> Title II, Construction Program <br /> of the <br /> Library Services and Construction Act <br /> 1. INTRODUCTION: The Texas State Library announces the availability of public <br /> library construction grant funds appropriated for FFY 1986 under Title II of <br /> the library Services and Construction Act. T~is application packet provides <br /> general information about the grant program and guidelines for preapplica- <br /> tion for Title II grants. <br /> II. GENERAL CRITERIA FOR GRANT AWARDS: <br /> A. Established libraries submitting applications must meet the criteria <br /> established by the Texas State Library for membership in the Texas <br /> library System. <br /> B. Applicants proposing to initiate service with the new facility must fur- <br /> nish certification that they will meet the criteria established by the <br /> Texas State Library for membership in the Texas library System when the <br /> facility opens for service. <br /> C. If the proposed application is for the construction, purchase, an <br /> addition to, or remodeling of a main library, the facility must meet the <br /> minimum gross square footage requirements set forth in Wheeler and <br /> Goldhor1s Practical Administration of Public Libraries, 1981. However, <br /> the table below from Wheeler and Goldhor has been modified to permit <br /> construction of a facility no smaller than 5,000 square feet. <br /> POPULATION SIZE** GROSS SQUARE FEET PER CAPITA <br /> Under 10,000 .7 or 5,000 sq. ft., whichever is <br /> greater. <br /> 10,000 - 34,999 .6 <br /> 35,000 - 99,999 .5 <br /> 100,000 - 199,999 .4 <br /> 200,000 - 499,999 .35 <br /> 500,000 and up .3 <br /> ** Population size will be based upon the library's service area, as <br /> assigned under the Rules for Administering the Library Systems Act. <br /> D. If a proposed facility cannot meet the minimum requirements set forth in <br /> C above, the Texas Library Association1s Standards and Guidelines <br /> for Texas Public Libraries, 1983, may be used. However, no facility <br /> less than 5,000 square feet will be recommended for funding. <br /> E. If the proposed application is for construction, purchase, remodeling or <br /> addition to a branch, the branch may be no smaller than 5,000 square <br /> feet. <br /> -2- <br />
