All local funds (from governmental or private sources) for construction <br /> projects must be deposited with and disbursed by the local governmental <br /> unit (i.e., city or county). <br /> H. Applicants must show a match for the LSCA Title II grant at least equal <br /> to the amount of the grant. The project cost may include in-kind <br /> contributions, as long as applicants are able to furnish adequate docu- <br /> mentation for computing the cost in accordance with Attachment F, OMB <br /> Circular A-IO2, "Uniform Administrative Requirements for Grants-in-Aid <br /> to State and Local Governments." However, projects with a cash match <br /> will receive higher funding priority. <br /> 1. No more than one construction project per applicant will be approved for <br /> funding. <br /> J. There is no prohibition from awarding more than one Title II grant to <br /> libraries within a particular county, so lo~g as the grants are awarded <br /> to different governmental entities. Members of federated library <br /> systems may apply for Title II grants. Their population will be deter- <br /> mined as the municipal population plus a prorated portion of the <br /> county IS population, as specified in Rule 1.71 of the Rules for <br /> Administering the Library Systems Act. <br /> <br /> -3- <br />
