<br /> K. A Title II grant will not be awarded to libraries which evidenced poor <br /> performance on past state-funded Title I, Title II, and Title III pro- <br /> jects, as measured by timely and complete adherence to all fiscal and <br /> program requirements. <br /> L. Applicants must notify the appropriate State Planning Region or <br /> Clearinghouse of their intent to apply for a construction grant and to <br /> forward a copy of the preapplication for comment and review on same from <br /> the Region or Clearinghouse to the State library. <br /> M. All grant administration policies will be based on Office of Management <br /> and Rudget Circular A-87, A-102, and HHS Guide OASC-10, as modified by <br /> the Uniform Grant and Contract Management Act of 1981. The grant <br /> program is also subject to federal ru\es and regulations in 34 CFR 770, <br /> 34 CFR 76, 34 CFR 74 (particularly Procurement Standards), 34 CFR <br /> 75.600-616 under authority of the library Services and Construction Act <br /> as amended by P.l. 98 - 480. A number of these compliances are listed <br /> in Appendix A of this document. <br /> N. In addition to the final audit and periodical expenditure data, Title II <br /> grant recipients will be required to furnish the State Library copies of <br /> the following documents: <br /> (1) Library Building Program, developed by the library building con- <br /> sultant; <br /> (2) Site survey drawing; <br /> (3) Soil investigation or exploration report; <br /> (4) An opinion signed by a legal counsel describing the interest the <br /> applicant has or will have in the site and certifying that the <br /> estate or interest is legal and valid; <br /> (5) A set of preliminary and final plans and specifications; <br /> (6) Preliminary and final furniture, equipment, and shelving require- <br /> ments; <br /> (7) Name and address of project architect; <br /> (8) Name and address of library building consultant; <br /> (9) Tabulation of all bids; <br /> (10) Copies of all contracts. <br /> III. PREAPPlICATION PROCESS FOR GRANT AWARDS: <br /> The timetable listed on page 1 of these guidelines provides important dates <br /> in the selection process for grant awards. Preapplications must be post- <br /> marked no later than May 1, 1986 to be considered for an FFY 1986 grant <br /> awa rd. Preapplications will be rated according to a system which awards <br /> points based on four criteria. These criteria are: 1) Whether the proposed <br /> facility will serve an unserved or recently unserved county; 2) The type of <br /> construction project proposed; 3) The relative need for additional space <br /> according to the Texas Library Association's Standards and Guidelines for <br /> Texas Public Libraries; and 4) The percentage of the estimated project cost <br /> to be paid for with local funds which is available at the time of pre- <br /> application. <br /> -4- <br />
