<br /> The Preapplication for Federal Assistance is used to: (1) establish com- <br /> munications between the State library and the applicant; (2) determine the <br /> applicant's eligibility; (3) dètermine the ranking of this project using the <br /> procedure outlined above; and (4) eliminate any proposals which have little <br /> or no chance for federal funding before applicants incur significant expen- <br /> ditures for preparing an application. <br /> The Preapplication for Federal Assistance must be fully completed and <br /> returned to the Texas State library by May 1~ 1986. Preapplications will be <br /> reviewed by State library staff for compliance with preapplication instruc- <br /> tions prior to being graded and ranked. <br /> In addition to the instructions provided with the preapplication forms in <br /> Appendix 8~ note the following guidelines before completing the preapplica- <br /> tion. <br /> 1. Standard Form 424. <br /> 1.1 Question 3. An identifier number, if assigned by the regional <br /> planning commission~ or council of government reviewing the <br /> preapplication~ will be included in this block. <br /> 1.2 Question 6. The catalog number in the Catalo~ of Federal Domestic <br /> Assistance for the lSCA Title II project is 8 .~4. <br /> 1.3 Question 20. Please cite liThe Texas State library and Archives <br /> Commission, Box 12927, Austin~ Texas 78711" in the block as the <br /> agency to receive the request. <br /> 1.4 Question 23. This block should bear the signature of the city <br /> manager~ mayor, or county judge who is empowered to enter into <br /> agreements binding upon the city or county government. <br /> 1.5 Question 24-38. Omit this section. <br /> 2. Part II. <br /> 2.1 Question 1~ 2~ 4, and 5 in all probability will not pertain to <br /> your application. <br /> 2.2 Question 3. Each preapplication must be reviewed by the <br /> appropriate regional planning commission, or council of govern- <br /> ment. Comments from the council of government must be directed to <br /> the Texas State Library. <br /> 2.3 Question 6-10 must be completed by the applicants~ in accordance <br /> with the instructions on the form. <br /> 3. Part I II. Project Budget. <br /> 3.1 Furnish in Part III your proposed budget for the building project. <br /> Include other federal funds for which you are applying, as well as <br /> grants or gifts you are actively seeking from individuals~ organi- <br /> zations~ corporations, and foundations. <br /> -8- <br />
