<br /> When all applications have been received subsequent to May I, 1986, the <br /> State Library staff will review them for compliance with all guidelines and <br /> instructions. Applications wi~l then be rated. Finally, the Applications <br /> will be ranked according to the total points received. <br /> The staff recommendation to the State Library and Archives Commission for <br /> funding of Title II preapplications will consist of the highest ranked <br /> preapplications, up to the limit of funds available in FFY 1986. If <br /> available funds are insufficient to fully fund a proposal after the highest <br /> ranking proposals have been fully funded, the staff will enter into nego- <br /> tiations with the applicant in question to determine if a lesser amount <br /> would be acceptable to both parties. If either party cannot agree to the <br /> lesser amount, the staff will open negotiations with the next applicant on <br /> the ranked list. This process will be continued until all funds are <br /> awarded. <br /> In the event that two proposals receive identical grades, and funds are not <br /> sufficient to fund both, the staff will recommend award of the funds (if <br /> sufficient) to the applicant requesting the least amount of Title II <br /> funding. If funds are insufficient to fund this proposal, the staff will <br /> enter into negotiations with the applicant as described above. Any funds <br /> remaining after an award is made to this applicant will be cause for nego- <br /> tiations with the other applicant in question. If these negotiations are <br /> unsuccessful, the staff will enter into negotiations with the next applicant <br /> on the ranked list. <br /> Once the staff has determined its recommendations, the recommendations will <br /> be documented and presented to the State Library and Archives Commission. <br /> The Commission will then act upon the staff recommendations in determining <br /> the grant awards. <br /> IV. APPLICATION AND CONTRACTING PROCESS: <br /> Following Commission action on award of the grant funds, successful appli- <br /> cants will be mailed the Application for Federal Assistance for Construction <br /> Programs along with instructions. This application will be due at the Texas <br /> State Library on August 1, 1986. <br /> Any problems with the application will be referred by staff to the appli- <br /> cant. Once applications are in order, contracts will be prepared and mailed <br /> to the applicant. Contracts must be signed by August 31, 1986. <br /> If, for any reason, an application cannot be approved or a contract cannot <br /> be executed, the preapplication selection procedures described above will be <br /> utilized to award the funds to another applicant or applicants. <br /> v.
