<br /> Applicants should note the following with regard to this grading system: <br /> 1. The maximum points any project may be awarded is 125. <br /> 2. With reference to the "Unserved County" criterion, the term "public <br /> library" shall be defined according to Chapter A, Section 2(1) of the <br /> Library Systems Act, which reads as follows: .IIPublic library' means a <br /> library operated by a single public agency or board that is freely open <br /> to all persons under identical conditions and receives its financial <br /> support in whole or in part from public funds. II Also, the phrase <br /> "without public library service" will carry the same definition as <br /> stipulated in Rule 1.94 of the Rules for Administering the Library <br /> Sys terns Act. <br /> 3. With reference to the "Library Space Needs" criterion, the Texas library <br /> Association standard for total square footage of public library facili- <br /> ties is as follows: <br /> Population served by library Minimum space requirements <br /> 0 - 1,999 5,000 <br /> 2,000 - 5,000 square feet or .75 <br /> square feet per person, <br /> whichever is greater. <br /> The standard has been amended to be consistent with the general cri- <br /> terion for Title II grant projects which stipulates 5,000 square feet as <br /> the minimum size of a public library facility. The standard has also <br /> been amended to exclude portable or mobile facilities (bookmobiles, book <br /> stations, etc.) from the calculation of total square footage of public <br /> library facilities. The figure for IIpopulation served" will be based <br /> upon the library.s service area, as assigned under the Rules for <br /> Administering the Library Systems Act for State Fiscal Year 1986. <br /> 4. With reference to the "Funding Available" criterion, the phrase "total <br /> estimated cost to be paid for with local fundsll will refer to all pro- <br /> ject costs requiring a cash outlay from local sources. In-kind contri- <br /> butions from local sources will be excluded from this calculation. <br /> Included in the project costs may be any allowable costs included in the <br /> project budget (see Section IV, Preapplication Guidelines, for infor- <br /> mation on allowable costs). <br /> 5. With reference to the "Funding Available" criterion, the term <br /> "available" will refer to funds appropriated by a local government from <br /> local or Federal Revenue Sharing sources, funds deposited and readily <br /> available for the proposed project, written commitments to fund the pro- <br /> posed project from individuals or legally established organizations <br /> (foundations, corporations, Friends groups, etc.), authority for local <br /> governments to sell bonds or certificates of obligation to finance the <br /> proposed project, or approval of loans from government or private <br /> lending institutions to finance the project. Such funds or written com- <br /> mitments shall be those available at the time of preapplication. <br /> -6- <br />
