Applicants should note the following with regard to this grading system: 1. The maximum points any project may be awarded is 125. 2. With reference to the "Unserved County" criterion, the term "public library" shall be defined according to Chapter A, Section 2(1) of the Library Systems Act, which reads as follows: .IIPublic library' means a library operated by a single public agency or board that is freely open to all persons under identical conditions and receives its financial support in whole or in part from public funds. II Also, the phrase "without public library service" will carry the same definition as stipulated in Rule 1.94 of the Rules for Administering the Library Sys terns Act. 3. With reference to the "Library Space Needs" criterion, the Texas library Association standard for total square footage of public library facili- ties is as follows: Population served by library Minimum space requirements 0 - 1,999 5,000 2,000 - 5,000 square feet or .75 square feet per person, whichever is greater. The standard has been amended to be consistent with the general cri- terion for Title II grant projects which stipulates 5,000 square feet as the minimum size of a public library facility. The standard has also been amended to exclude portable or mobile facilities (bookmobiles, book stations, etc.) from the calculation of total square footage of public library facilities. The figure for IIpopulation served" will be based upon the library.s service area, as assigned under the Rules for Administering the Library Systems Act for State Fiscal Year 1986. 4. With reference to the "Funding Available" criterion, the phrase "total estimated cost to be paid for with local fundsll will refer to all pro- ject costs requiring a cash outlay from local sources. In-kind contri- butions from local sources will be excluded from this calculation. Included in the project costs may be any allowable costs included in the project budget (see Section IV, Preapplication Guidelines, for infor- mation on allowable costs). 5. With reference to the "Funding Available" criterion, the term "available" will refer to funds appropriated by a local government from local or Federal Revenue Sharing sources, funds deposited and readily available for the proposed project, written commitments to fund the pro- posed project from individuals or legally established organizations (foundations, corporations, Friends groups, etc.), authority for local governments to sell bonds or certificates of obligation to finance the proposed project, or approval of loans from government or private lending institutions to finance the project. Such funds or written com- mitments shall be those available at the time of preapplication. -6-
