<br /> 3.5 Effective Date of Project <br /> The effective date of a library construction project is no earlier <br /> than the date of state agency approval. Expenditures by local <br /> applicants for architect fees, site acquisition and preliminary <br /> planning costs of an approved project, made prior to the date of <br /> state agency approval are eligible as matching funds, but only if <br /> made within three years prior to the date af contract. <br /> 3.6 Supplemental Funds <br /> Most federal programs do not allow local funds used to match one <br /> federal program to be used again to match another federal program. <br /> Each applicant must determine the specific matching requirements <br /> of the federal programs from which funding is sought and ensure <br /> that these requirements are fully met. <br /> In accordance with 34 CFR 76.760, the following guideline pre- <br /> vails: <br /> An applicant may use funds under more than one federal <br /> library program to support different parts of the same <br /> library construction project, if it meets the following <br /> requirements: <br /> a. The applicant complies with the requirements of <br /> each federal grant program with respect to the part <br /> of the project assisted with funds under that program, <br /> and <br /> b. The applicant has an accounting system that permits <br /> identification of the costs paid for under the library <br /> construction project. <br /> 3.7 Questions 1-10 on the Project Budget <br /> 3.71 Identify in questions 1-5 all the federal grants you are <br /> seeking or have already secured. Federal LSCA grant funds <br /> should be identified in this section; grant awards varying <br /> for different sizes of libraries and different types of pro- <br /> jects are included in the attached General Information for <br /> lSCA Title 11 Construction Grant Program. --- <br /> The catalog number for the lSCA Title II construction program <br /> is 84.154. <br /> 3.72 Question 7 refers to estimated amounts of state-appropriated <br /> funds for which funding is sought. Since Texas has no state <br /> funds available for public library construction, a zero <br /> should be placed in the space available for your answer. <br /> -10- <br />
