<br /> 3.73 Question 8 requests the amount of funding, including the <br /> value of in-kind contributions, which the local government is <br /> contributing to the project. Local contributions may include <br /> revenues from the sale of bonds or certificates of obliga- <br /> tion, revenue-sharing funds, city or county appropriated <br /> funds, or combination of the above. If the response to this <br /> question contains any in-kind contributions, documentation <br /> supporting the in-kind contributions must be furnished in <br /> Part IV, Program Narrative. <br /> 3.74 Identify in question 9 the amount of financial assistance, <br /> including the value of in-kind contributions, anticipated <br /> from non-governmental sources, such as foundations, monetary <br /> gifts from citizens or organizations, Friends of the Library <br /> groups, etc. Since the State Library must determine whether <br /> the cash matching requirement is met, it is necessary that <br /> any in-kind contributions be documented fully in Part IV, <br /> Program Narrative. <br /> 3.75 The Total given for question 10 should equal the total given <br /> on Standard Form 424, question 13(f). <br /> 4. Part IV. Program Narrative <br /> 4.1 Include a brief description of the need, objectives, method of <br /> accomplishment, geographic location of the project, and the bene- <br /> fits expected to be ohtained from the federal assistance. <br /> 4.2 Identify the type of building project you are planning--new <br /> construction, purchase of a facility, renovation of an existing <br /> facility, or expansion of an existing facility. Identify whether <br /> the project is for a central library or branch. Include infor- <br /> mation about the current gross square feet of the applicant's <br /> central library and each branch facility. Also include infor- <br /> mation about the anticipated increase in square feet resulting <br /> from this construction project. <br /> 4.3 Include documentation of any in-kind contributions claimed from <br /> local government or other contributors. Guidelines for computing <br /> the value of in-kind contributions are contained in Attachment F, <br /> OMB Circular A-102, IIUniform Administrative Requirements for <br /> Grants-In-Aid to State and Local Governments.1I <br /> 4.4 Include documentation of the amount of funds available for the <br /> project at the time of preapplication (May 1, 1986). For a defi- <br /> nition of IIfunds availablell see Section III of these guidelines. <br /> 4.5 Include a project timetable for the construction project, indi- <br /> cating estimated dates by which funds will be available, date by <br /> which the library building program will be completed by a library <br /> building consultant, and the date by which preliminary drawings <br /> and specifications are to be ready. The applicant should also <br /> estimate the dates for beginning and completing construction. <br /> -11- <br />
