Patsy Greiner, represent- <br />ing the owner of the property, Robert McDonald, addressed the <br />Council and reviewed the density of the surrounding area to re- <br />flect the area to be MF-5 zoned. Robert McDonald then addressed <br />the Council to give the history of his attempt to have the property <br />zoned. In May of 1983 he applied for "D" zoning and the matter was <br />tabled for 90 days for a study, then was denied by the Council in <br />December, 1983. Then there was a building moratorium of the area. <br />He is now requesting MF-5 zoning for the purpose of building 12 <br />apartment units on the property. No one else wished to speak in <br />favor or in opposition, so Mayor Younger closed the public hearing. <br />Frank Robbins advised the Council he felt the MF-5 zoning for the <br />property was too intense as it would be difficult to have parking <br />for MF-5. He felt MF-3 zoning was appropriate for this property. <br />Mr. Nicola moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion. Mr. Guerra then amended the Ordinance <br />to approve MF-4 zoning rather than MF-5 and Mr. Farr seconded the mo- <br />tion. On roll call the following vote was recorded: <br /> <br />AYE: Farr, Guerra, Kissler, Nicola. <br /> <br />NAY: Brown, Coddington, Younger. <br /> <br />On roll call for adoption of the Ordinance, the following vote was <br />recorded: <br /> <br />AYE: Coddington, Farr, Younger, Guerra, Kissler, Nicola. <br /> <br />NAY: Brown. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX G, HISTORICAL ZONING <br />ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES BY CHANG- <br />ING THE COMPOSITION OF THE HISTORIC PRESERVATION COMMIS- <br />SION¡ AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor of the amendment. Terry Colley was present to answer <br />questionsof the Council and stated it would change the composition of <br />the Board from 5 to 7 members. No one else wished to speak in favor <br />or in opposition, so Mayor Younger closed the public hearing. Mr. <br />Nicola moved for approval of the Ordinance on first reading and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration a public hearing and consi- <br />deration of the appeal of !-1ark Angelone d/b/a Angelone's Italian <br />Restaurant from the Zoning Commission's decision of March 4, 1986 <br />for denial of a permit for on-premise consumption of beer and wine. <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak in favor of the appeal. Mark Angelone stated he was present <br />to answer questions of the Council and that he had made his statement <br />in a letter which was in the Council's packet. No one else wished to <br />speak in favor or in opposition, so Mayor Younger closed the public <br />hearing. Mr. Nicola moved to approve the granting of a specific use <br />permit for on-premise consumption of beer and wine only and that al- <br />coholic beverages only be served with a meal and Mr. Farr seconded <br />the motion, which passed unanimously. <br />
