;pp HALFF <br />ATTACHMENT A <br />PROPOSED SCOPE FOR DESIGN PHASE SERVICES <br />For The <br />Old RR 12 Bike /Ped and Widening Project - Option 1 <br />San Marcos, Texas <br />PROJECT DESCRIPTION <br />Page 2 <br />The Old Ranch Road 12 project is from Craddock Avenue to W. Holland Street. This project will include <br />the preparation of construction documents for full depth reconstruction of the roadway from Craddock <br />Avenue to 700' ( + / -) east of Hughson Drive, widening of the roadway from east of Hughson to W. <br />Holland, drainage improvements, waterline and wastewater improvements. The proposed roadway <br />section from Craddock Avenue to Hughson Drive will include three lanes (two through lanes and a two - <br />way left turn lane) with bike lanes on both sides and 5' wide sidewalk on both sides of the roadway and <br />Low Impact Design (LID) drainage improvements. The proposed roadway section from Hughson Drive <br />to W. Holland Street will include three lanes (two through lanes and a two -way left turn lane) with bike <br />lanes on both sides and 5' wide sidewalk on the south side of the roadway, an 8' sidewalk on the north <br />side of the roadway, and Low Impact Design (LID) drainage improvements. <br />The project is approximately 0.7 miles in length. Utility location and coordination, water and wastewater <br />design, signing and striping design, grading and LID drainage design and roadway design services are <br />anticipated and described in more detail in the following TASK DESCRIPTION. <br />TECHNICAL STANDARDS AND PROCEDURE ASSUMPTIONS <br />• Microstation and/or Geopak computer applications will be used for all design and plan sheets <br />produced on this project, as well as the following: <br />• National Environmental Policy Act <br />• Architectural Barriers, Texas Department of Licensing and Regulation <br />• Americans with Disabilities Act (ADA) Regulations <br />• Texas Department of Transportation Design Manual and American Association of State Highway and <br />Transportation Official (AASHTO) Policy on Geometric Design of Highways and Streets (most <br />current version) will be used as the design guidelines for this project. <br />• AASHTO Guide for the Development of Bicycle Facilities, 4`'' Edition (2012) <br />• Texas Department of Transportation Standard Specifications (2004) will be used as a basis for <br />developing specifications. <br />• Design of signing, striping, and traffic control plans will conform to the version of the Texas Manual <br />on Uniform Traffic Control Devices and Texas Department of Transportation Standards that is <br />expected to be in effect at the proposed time of construction. <br />• Environmental requirements per applicable jurisdiction: TCEQ, COA, Texas Historical Commission, <br />Hays County, EPA, US Fish and Wildlife Service, and USACE. <br />Old RR 12—Design—Option 1 <br />
