MEN HALFF Page 15 ATTACHMENT C SCOPE OF WORK FOR ENVIRONMENTAL SERVICES Old RR 12 Bike/Ped and Widening Project San Marcos, Texas Halff will provide additional environmental services as described in this scope of work for the proposed improvements located along Old Ranch Road (RR) 12 in the City of San Marcos, Hays County, Texas. The proposed project consists of improvements to Old RR 12 from Craddock Avenue to West Holland Street for a length of approximately 0.7 mile. Modifications include a center turn lane for the entire length of the project, bike lanes on both sides of the road, and a shared use path from Hughson to West Holland Street. Drainage and utility modifications are also proposed. Halff previously performed preliminary design phase services for the proposed project that included mapping known environmental constraints using GIS, performing a windshield survey to verify the location of environmental constraints, completing a TxDOT Project Scope and Environmental Issues Checklist, and incorporating all findings into the Preliminary Engineering Report for the project. The additional tasks included in this scope of services are listed below. TASK 1— PROTECT MANAGEMENT AND COORDINATION 1.1 Coordination/Adn inistration Halff will be responsible for directing and coordinating activities associated with the environmental services, including necessary coordination with local, state, and/or federal agencies. Appropriate communication will be maintained between Halff and the Client. Halff will attend one (1) meeting, if necessary, to discuss relevant project issues. Halff will organize and maintain the project records. 1.2 Quality Assurance/Quality Control Halff will conduct quality assurance /quality control reviews for all draft and final deliverables throughout the duration of the project. TASK 2 — PREPARATION OF THE ENVIRONMENTAL DOCUMENT An environmental review is required for the proposed project in accordance with 43 Texas Administrative Code (TAC) Chapter 2 and applicable Texas Department of Transportation (TxDOT) Environmental Affairs Division (ENV) guidelines and Standards of Uniformity (SOU) in effect as of the date of this scope of work. TxDOT's environmental rules under 43 TAC, Chapter 2 (effective April 16, 2012) prescribe a process where the project sponsor and the entity approving the environmental document must agree on the "project scope" (document type and content). This scope of work and fee estimate are based on the assumption that the proposed project would meet the requirements of 43 TAC §2.82, Blanket and Programmatic Categorical Exclusions (BCE and PCE). Based on preliminary information, the proposed improvements consist of adding a turn lane and construction of bicycle and pedestrian lanes /paths within existing right -of -way and would qualify as a BCE. In the event it is determined during subsequent coordination with the TxDOT Austin District that a BCE is not the appropriate level of documentation for the proposed project, Halff will prepare a supplemental scope of work as necessary to allow completion of other suitable documentation.
