MEN HALFF <br />Page 15 <br />ATTACHMENT C <br />SCOPE OF WORK FOR ENVIRONMENTAL SERVICES <br />Old RR 12 Bike/Ped and Widening Project <br />San Marcos, Texas <br />Halff will provide additional environmental services as described in this scope of work for the proposed <br />improvements located along Old Ranch Road (RR) 12 in the City of San Marcos, Hays County, Texas. <br />The proposed project consists of improvements to Old RR 12 from Craddock Avenue to West Holland <br />Street for a length of approximately 0.7 mile. Modifications include a center turn lane for the entire <br />length of the project, bike lanes on both sides of the road, and a shared use path from Hughson to West <br />Holland Street. Drainage and utility modifications are also proposed. Halff previously performed <br />preliminary design phase services for the proposed project that included mapping known environmental <br />constraints using GIS, performing a windshield survey to verify the location of environmental constraints, <br />completing a TxDOT Project Scope and Environmental Issues Checklist, and incorporating all findings <br />into the Preliminary Engineering Report for the project. The additional tasks included in this scope of <br />services are listed below. <br />TASK 1— PROTECT MANAGEMENT AND COORDINATION <br />1.1 Coordination/Adn inistration <br />Halff will be responsible for directing and coordinating activities associated with the <br />environmental services, including necessary coordination with local, state, and/or federal <br />agencies. Appropriate communication will be maintained between Halff and the Client. Halff <br />will attend one (1) meeting, if necessary, to discuss relevant project issues. Halff will organize <br />and maintain the project records. <br />1.2 Quality Assurance/Quality Control <br />Halff will conduct quality assurance /quality control reviews for all draft and final deliverables <br />throughout the duration of the project. <br />TASK 2 — PREPARATION OF THE ENVIRONMENTAL DOCUMENT <br />An environmental review is required for the proposed project in accordance with 43 Texas Administrative <br />Code (TAC) Chapter 2 and applicable Texas Department of Transportation (TxDOT) Environmental <br />Affairs Division (ENV) guidelines and Standards of Uniformity (SOU) in effect as of the date of this <br />scope of work. <br />TxDOT's environmental rules under 43 TAC, Chapter 2 (effective April 16, 2012) prescribe a process <br />where the project sponsor and the entity approving the environmental document must agree on the <br />"project scope" (document type and content). This scope of work and fee estimate are based on the <br />assumption that the proposed project would meet the requirements of 43 TAC §2.82, Blanket and <br />Programmatic Categorical Exclusions (BCE and PCE). Based on preliminary information, the proposed <br />improvements consist of adding a turn lane and construction of bicycle and pedestrian lanes /paths within <br />existing right -of -way and would qualify as a BCE. In the event it is determined during subsequent <br />coordination with the TxDOT Austin District that a BCE is not the appropriate level of documentation for <br />the proposed project, Halff will prepare a supplemental scope of work as necessary to allow completion <br />of other suitable documentation. <br />Old RR 12—Design—Option 1 <br />
