HALFF <br />Page 16 <br />2.1 Review and Incorporate Background Information <br />Review information concerning the proposed project provided by the City of San Marcos and <br />developed during the preliminary design phase. Incorporate appropriate information into the <br />environmental document. Halff will review relevant studies and any prior agency coordination <br />related to the project. <br />2.2 Need and Purpose of the Project <br />Consult and coordinate with the City of San Marcos to define the need and purpose of the project. <br />2.3 Description of Alternatives <br />Consult and coordinate with the City of San Marcos and review information developed during the <br />preliminary design phase to define the history and process involved to evaluate and eliminate <br />project alternatives. Halff will describe any alternatives considered, as well as the preferred <br />alternative being proposed for construction. <br />2.4 Data Review for Environmental Criteria <br />Collect and review data, maps, and literature to document the Existing/Affected Environment <br />within the project study area. Halff will obtain available information from appropriate local, <br />state, and federal agencies. The data collected will include, but is not limited to the following <br />Social, Economic, Natural, and Physical environmental resources: <br />• Land use <br />• Socio- economic conditions <br />• Right -of -way requirements <br />• Relocations and displacements <br />• Public facilities and services <br />• Utility relocations <br />• Environmental justice <br />• Community cohesion <br />• Noise <br />• Water quality <br />• Wetlands and jurisdictional waters <br />• Floodplains <br />• Airway/highway clearance <br />• Visual /aesthetics <br />• Geology and soils <br />• Prime and unique farmlands <br />• Parks and recreation <br />• Pedestrian and bicycle facilities <br />• Section 6(f) properties and open space <br />• Threatened and endangered species <br />• Vegetation <br />• Cultural resources — historic structures and <br />archeological resources <br />• Hazardous materials <br />• Construction impacts <br />2.5 Field Surveys <br />A field visit will be conducted to verify and further evaluate existing conditions within the study <br />area. Field surveys will be performed as necessary for resources listed in Section 2.4 above. It <br />has been assumed that the project area will be accessible, and appropriate right -of -entry for Halff <br />to perform the tasks included in this scope of work will be coordinated and obtained by the City <br />of San Marcos. <br />Old RR 12—Design—Option 1 <br />
