HALFF Page 16 2.1 Review and Incorporate Background Information Review information concerning the proposed project provided by the City of San Marcos and developed during the preliminary design phase. Incorporate appropriate information into the environmental document. Halff will review relevant studies and any prior agency coordination related to the project. 2.2 Need and Purpose of the Project Consult and coordinate with the City of San Marcos to define the need and purpose of the project. 2.3 Description of Alternatives Consult and coordinate with the City of San Marcos and review information developed during the preliminary design phase to define the history and process involved to evaluate and eliminate project alternatives. Halff will describe any alternatives considered, as well as the preferred alternative being proposed for construction. 2.4 Data Review for Environmental Criteria Collect and review data, maps, and literature to document the Existing/Affected Environment within the project study area. Halff will obtain available information from appropriate local, state, and federal agencies. The data collected will include, but is not limited to the following Social, Economic, Natural, and Physical environmental resources: • Land use • Socio- economic conditions • Right -of -way requirements • Relocations and displacements • Public facilities and services • Utility relocations • Environmental justice • Community cohesion • Noise • Water quality • Wetlands and jurisdictional waters • Floodplains • Airway/highway clearance • Visual /aesthetics • Geology and soils • Prime and unique farmlands • Parks and recreation • Pedestrian and bicycle facilities • Section 6(f) properties and open space • Threatened and endangered species • Vegetation • Cultural resources — historic structures and archeological resources • Hazardous materials • Construction impacts 2.5 Field Surveys A field visit will be conducted to verify and further evaluate existing conditions within the study area. Field surveys will be performed as necessary for resources listed in Section 2.4 above. It has been assumed that the project area will be accessible, and appropriate right -of -entry for Halff to perform the tasks included in this scope of work will be coordinated and obtained by the City of San Marcos.
