Don Eyssen, San Marcos, addressed the Council regarding a political maneuver that he had done <br />an open records request for communications between Carter Morris, Ryan Thomason and Chris <br />Wood and that this process all began 18 months ago. He stated that this wasn't a political <br />maneuver, but stated that the Council should pay attention to what is going on. <br />Barrie Breed, San Marcos, addressed the Council regarding some recent thoughts she has had <br />and the recent lack of civility in the community. She stated that we have chosen to draw lines in <br />the sand and chose a side. She continued by stating that we are acting like the federal <br />government and labeling each other. We are either greenies or developers that want to rape and <br />pillage. Heaven forbid that a person be moderate. As the president of the Board of Realtors she <br />sent a letter that was almost threatening in nature to the Council when this could have been <br />resolved with a simple phone call. Regarding Carter Morris' item she didn't feel that he did <br />anything purposely. <br />Jason Montgomery, San Marcos, addressed the Council regarding the two way dual language <br />programs that SMCISD lacks. He wishes that the School system would allow all the children to <br />be bi- lingual so that they are all afforded the same opportunities. <br />Steve Werth, San Marcos, addressed the Council regarding his ministry announcement Monkey <br />Boy's Mystery Ministry. He provided a mission statement for his new ministry: <br />1. I will conduct a very unconventional methodology of delivering the basic premise of God's <br />Word. <br />2. I will assist those committed to seeing the way to rightly divide the Word of truth. <br />3. I will create confusion wherever the prince of the power of the air, the god of this world, the <br />angel of light, many of you know him as Satan, has the strongest foothold. <br />4. I will assure or ensure whichever most applies, that the alternative truth to the lies being told <br />in most religions is delivered. <br />Consent Agenda <br />IO.Consider approval of the September 27, 2013, Special Meeting Minutes and October 2, <br />2013, Regular City Council Meeting Minutes. <br />I I.Consider approval of Ordinance 2013 -59, on the second of two readings, amending <br />Chapter 66, Article 2 - Residential and Multifamily Collection and Disposal, Section <br />66.028 by adding a monthly service fee for Residential Solid Waste Service for a Large <br />Trash Cart consisting of a capacity of 96 gallons, and reducing the size of the Base -Rate <br />Trash Cart from a 96 gallon to a 65 gallon cart; ratifying an increase in the Recycle <br />Drop Off Center rate; including procedural provisions; and providing an effective date. <br />12.Consider approval of Ordinance 2013 -60, on the second of two readings, establishing the <br />San Marcos Commission on Children and Youth; setting forth the duties of the <br />Commission; including procedural provisions; and providing an effective date. <br />13.Consider approval of Ordinance 2013 -61, on the second of two readings, establishing the <br />
