Matters - To deliberate the duties of public officers, to wit: members of the San Marcos <br />Planning and Zoning Commission. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted (6) for, none (0) opposed, and one (1) absent from the dais, <br />Council Member Thomason to adjourn into executive session. The motion carried. <br />4. Consider adoption or direction to Staff on matters discussed in Executive Session <br />The Council reconvened at approximately 6:00 p.m. The Council provided direction to Staff in <br />Executive Session regarding Farm Lots 25 and 27 owned by the Meeks Family, and the <br />acquisition of a 0.321 acre tract of land at the intersection of State Highway 80 and the IH -35 <br />Frontage Road for right -of -way purposes. The Council received a briefing regarding Project <br />Triangle from Greater San Marcos Partnership Adriana Cruz. <br />5. Receive a Staff presentation and update on the Advanced Metering Infrastructure <br />proiect and the Customer Web Portal, and provide direction to staff. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Becak, the City Council voted (7) for and none (0) opposed, to postpone this item until <br />the November 6, 2013 Regular City Council Meeting. The motion carried unanimously. <br />6. Receive an update and hold discussion regarding Lone Star Rail, and provide direction <br />to Staff. <br />Joseph Black and Joseph Lassard, Lone Star Rail District, provided the Council with a <br />presentation and update on the Allocations in Hays County and funding mechanisms. Steve <br />Parker, Assistant City Manager, provided the Council with a presentation and update regarding <br />proposed revenue sources. Council direction for Staff was to continue working with the Lone <br />Star Rail District. <br />7. Invocation <br />Mr. Jim Berry, Retired from Comal County Unitarian Universalist Society, provided the <br />invocation. <br />8. Pledges of Allegiance - United States and Texas <br />Council Member Prather led the assembly in the Pledges of Allegiance. <br />9. 30 Minute Citizen Comment Period <br />Thom Prentice, San Marcos, began his comments by stating that the most misquoted verse in the <br />Bible and it is regarding the love of money and it's not for the love of money it's in relation to <br />greed. He stated that he wants a just system that helps everyone. He continued by quoting Pope <br />Francis and his statements about helping the impoverished. <br />
