Land Use Plan as it <br /> relates to (a) city regulations, (b) the Master Plan. <br /> Impact of proposed creation on annexation plans, and <br /> park and school needs. <br /> 6) Public Safety- fire station sites, if any, and <br /> fire protection. Pol ice pratec t i on and pol ice <br /> sub-stations, if any. <br /> c. The departments shall submit their final reports on the <br /> above areas to the City Manager, or his/her designee, <br /> within thirty-five (35) days from the date of the f i 1 i ng <br /> of a petition for creation of a Util ity District with the <br /> Ci ty Secretary. During this period of time, the City <br /> Manager, or his/her designee, shall assist the appl icant <br /> in se t t i og up meetings wi th appropriate staff to <br /> discuss the peti ticn and sha 11 seek to resoltJe <br /> differences. The City Manager, or his/her designee, shall <br /> comp i Ie and coordinate comments into a single staff <br /> report including any changes in the original submittal <br /> agreed to by the applìcant. At the end of the shoff <br /> review period, the Ci ty Manager, or his/her designee <br /> sh all forward complete copies of the comp i led staff <br /> reports, and any agreements wi th the appl icant to each <br /> department, and each member of the Planning Commission <br /> and if appl icable, the Zoning Commission. <br /> Se c t i on 2. Commission Review Process. <br /> a. The Phnn i ng Commission shall have an initial review of <br /> the petition with the staff and the applicant at a meeting <br /> scheduled within twenty (20) days of the in it i al f i 1 i og . <br /> The members of the Planning Commission shall receive their <br /> copies of all submitted items from the City Manager, or <br /> his/her designee within ten (10) days of such fil ing. <br /> b. If the proposed Util ity District is wholly or partially <br /> within the City limits of San Marcos, the applicant shall <br /> meet with staff and the Planning and Zoning Commissions at <br /> a joint meeting within thirty (30) days of such filing. <br /> The Zoning Commission shall not hav~ off i cia I rev i e~J <br /> authority for Util ity Districts wholly outside the City. <br /> c. Commissions shall have a sixty (60) day review period <br /> from the date of the fil ing of the petition for creation <br /> of a Util ity District. <br /> d. Master Plan amendments shall be received concurrently with <br /> petitions. <br /> e. The recommendation of the Commission(s) shall be <br /> forwarded to the City Manager not less than sixty <br /> (60) days before the end of the review period. The Ci ty <br /> Manager sha 11 then comp i 1 e a11 Commission recommenda- <br /> t ions and al1 staff recommendations in a single <br /> binding, and forward them to the Mayor, each member of <br /> the Ci ty Council, the Ci ty Secre tary, the Planning <br /> Commission, the Zoning Commission and the applicant. <br /> Copies shall be available to the public at all time s. <br /> Se c t i on 3. City Council Review and Action Period. <br /> a. The Ci ty Attorney shall prepare the f i na 1 consent <br /> ordinance, agreements and contracts, and provide them in <br /> writing to the City Council, the pub1 ic and the app1 icant at <br /> least ten (10) days prior to the publ ic hearing. Any <br /> proposed amendments and/or revisions to such ordinance shall <br />
