The rates <br /> or taxes used to pay the costs of the City~s facíl ities <br /> shall be compared to the rates or taxes used to pay the <br /> costs of the Ut i 1 i ty District's facilities if the <br /> latter were built. <br /> Q. Application and fees for any San t1arcos Master Plan <br /> amendments, if necessary. <br /> Section 3. Petition Submitted by Appl icant. <br /> The appl icant shall file the petition for creation and one (1) <br /> COPy of the documents 1 i sted below with the City Secretary. <br /> Upon receipt of such petition, the Ci ty Secretary shall <br /> immediately inform the Ci ty Council and Chairper>sons of the <br /> Zoning Commission and Planning Commission of such fi1 ing. Such <br /> notification by the City Secretary to the Chairpersons of the <br /> Commissions shall include the appropriate date for the beginning <br /> of such Commission~s respective review process. Concurrently, <br /> the appl icant shall also subm i t th i r ty (30) copies of the <br /> petition and other documents required by the State in a <br /> creation petition to the City Manager. The Ci ty Manager, or <br /> his/her designee, shall be respons i b1e for all formal staff <br /> contact wi th the appl icant and shall coord i nate the <br /> staff and commissions review process. <br /> PART B. Re\} i ew Process. <br /> See t i on 1. Staff Review. <br /> a. The City Manager, or his/her designee, shall i mme d i ate 1 'I <br /> distribute copies of the submitted items to the following <br /> departments and to the Planning Commission and the Zoning <br /> Convnission: <br /> 1) City Attorney <br /> 2) Environment and Engineering <br /> 3) Public Works <br /> 4) Planning <br /> 5) Publ ic Safety <br /> 6) Parks and Recreation <br /> 7) Finance <br /> b. Each reviewing department shall review and comment on the <br /> following aspects of the proposed Util ity District: <br /> 1) Ci ty Attorney- camp 1 iance with the Texas Water Code <br /> and Ci ty policies, standards, procedures, formats, <br /> contracts, agreements, and resolutions. <br /> 2) Engineering and Environment- engineering aspects, <br /> sol id waste management service systems and options, <br /> env i ronmen tal impact, drainage, treatment and disposal <br /> of wastewater as it relates to water qual ity, and <br /> urban runoff as it relates to water quality, <br /> and uti1 ity construction timing. <br />
