Annexation Impact Statements. 1) The applicant shall provide a doclament compar i ng the relationship of the indebtedness of the Ut i 1 i ty District to construction plans for water and wastewater lines and facil ities and to the tax base or value of taxable development at one (1), three (3), five (5) , and ten <10) years from the formation of the Util ity District. 2) The appl icant shall descr-i be how fire and police protection will be provided five (5) years and ten (10) years from creation of the Util ity District. p. Justification Statement. The applicant shall justify the creation of the Util ity District. The Justification Statement shall include, but may not be 1 imited to the following issues: 1) The probabil it)' of the City of San Marcos providing water and wastewater service to the area proposed to be a tltility Didrict within the next three (3) years. 2) Job creation and econom i c base development for the citizens of San Marcos by-the Utility,Di-s,trict. 3) Improving the C i ty~ s ability to participate in providing adequate and safe util ¡ties to the Ut i 1 i ty
