<br />82 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting June 9,1986 Page 8 <br /> <br /> <br />AYE: Brown, Coddington, Farr, Younger, Kissler, Nicola. <br />NAY: None. <br /> <br />ABSTAIN: Guerra. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING ORDINANCE 1985-89 ADOPTED <br />SEPTEMBER 10, 1985 WHICH SET FORTH AN ITEMIZED ESTIM- <br />ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br />UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br />FISCAL YEAR BEGINNING OCTOBER 1, 1985 AND ENDING ON <br />SEPTEMBER 30, 1986, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING <br />SAID REVISIONS AND ESTIMATES, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Mr. Farr seconded the motion. Mr. Coddington expressed dissatisfaction <br />with mid-year adjustments being presented to the Council because of <br />hard times. Mr. Gonzalez stated the criticism regarding the fire- <br />fighters was due to the City trying to follow Federal law require- <br />ments which require overtime pay. Mr. Farr stated he was in favor <br />of the City looking into more volunteer work being done with good <br />supervision. Mr. Gonzalez said he was in favor of this but that our <br />City is some months away from that reality. Mr. Guerra moved to amend <br />the Ordinance to approve additional funding for the copier in the amount <br />of $4,500.00 and Mr. Brown seconded the motion. On roll call the fol- <br />lowing vote was recorded: <br /> <br />AYE: Brown, Farr, Guerra, Kissler, Nicola. <br /> <br />NAY: Coddington, Younger. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Brown asked Mr. Gonzalez questions regarding the City's fire pro- <br />tection and Mr. Gonzalez stated two men will be located at each station. <br />Mr. Oscar Carpenter stated the City's good credit is presently 25%. <br />Mr. Brown moved to amend the Ordinance in the Police Criminal Investi- <br />gation Department to add $5,000.00 in overtime, but there was no second <br />to the motion. Mr. Galchutt advised there was not enough overtime funds <br />left for Court duty and that there would be limited patrol. Mr. Nicola <br />moved to amend the Ordinance to approve the Paralegal position in the <br />City Attorney's Department and Mr. Brown seconded the motion.
