Newey <br />City Attorney Lamar Hankins <br />Director of Finance Betty Oliver <br />Director of Fire and Police Myron Galchutt <br />Director of Public Works George Boeker <br />Director of Env. & Engineering Stephen Jenkins <br />Director of Planning Frank Robbins <br />Director of Personnel Carolyn Liner <br /> <br />Also present: Stanley Hughson, Jeff Kester, Gwen Smith, Nina Pryatel, <br />Daniel Corbit, Dan Smith, Nanci Coddington, Anna Farr, Melissa Millecam, <br />Willie Gonzalez, Mary Cauble, Ben Ford, Shirley Wickersham, Bobby Ripps, <br />Dan Gibson, Donna Farley, Kelly Kilbur, Jack Doubty, Lupe Picassio, <br />Johnny James, and others. <br /> <br />Mayor Younger called the meeting to order at 7:30 p.m. <br /> <br />Mayor Younger introduced for consideration approval of the minutes of the <br />Regular Meeting held June 9, 1986 and the minutes of the Special Meeting <br />held june 10, 1986. Mr. Farr moved for approval of the minutes of both <br />meetings and Ms. Kissler seconded the motion which passed unanimously. <br /> <br />Mayor Younger introduced approval of appointment to the Parks and Rec- <br />reation Board. Mr. Farr moved to place Carole Garrison and Mary Cauble <br />in nomination and Mr. Coddington seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />Carole Garrison: Coddington, Younger <br /> <br />Mary Cauble: Farr, Guerra, Kissler, Nicola <br /> <br />Mayor Younger introduced for consideration approval of Council polìcy <br />Statement to be used by the City Manager as direction during the pre- <br />paration of the City Manager's proposed budget for the fiscal year <br />October, 1986-September 1987. Mr. Coddington read his budget policy <br />suggestions into the record. Mayor Younger agreed with the suggestions <br />Mr. Coddington read into the record. Mr. Farr suggested that the Staff <br />prepare a worksheet for the Council's review at budget workshops showing <br />various colums which would contain figures from last year's budget, <br />a budget of 5% cut from last year and the Deaprtment Head's requests. <br />Ms. Kissler concurred with Mr. Farr's statement. She stated that she <br />had concerns with cutting the budget 5% with CIP projects that already <br />had begun to be implemented. Mr. Guerra requested that all options <br />available be presented in writing to the Council for their review. <br />City Manager Gonzalez said he would present the Council with figures <br />of a 5% budget cut. Mr. Guerra moved to approve Mr. Coddington's <br />budget policy suggestions and added the following and Mr. Coddington <br />seconded the motion which passed unanimously: (Mr. Coddington's Budget <br />Suggestions with the additions attached to these minutes.) <br />Additions: Present City Council with working papers for Council's review <br />at budget workshops showing various colums which would contain figures <br />from last year's budget, a budget of 5% cut from last year and the <br />Department Head's requests. <br />No more mid year budget adjustments. <br />
