3 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JUNE 23, 1986 PRESENT: Mayor J. E. Younger Mayor Pro-Tem Betty Jane KIssler Council Members *Karl W. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held June 9, 1986 and the minutes of the Special Meeting held june 10, 1986. Mr. Farr moved for approval of the minutes of both meetings and Ms. Kissler seconded the motion which passed unanimously. Mayor Younger introduced approval of appointment to the Parks and Rec- reation Board. Mr. Farr moved to place Carole Garrison and Mary Cauble in nomination and Mr. Coddington seconded the motion. On roll call the following vote was recorded: Carole Garrison: Coddington, Younger Mary Cauble: Farr, Guerra, Kissler, Nicola Mayor Younger introduced for consideration approval of Council polìcy Statement to be used by the City Manager as direction during the pre- paration of the City Manager's proposed budget for the fiscal year October, 1986-September 1987. Mr. Coddington read his budget policy suggestions into the record. Mayor Younger agreed with the suggestions Mr. Coddington read into the record. Mr. Farr suggested that the Staff prepare a worksheet for the Council's review at budget workshops showing various colums which would contain figures from last year's budget, a budget of 5% cut from last year and the Deaprtment Head's requests. Ms. Kissler concurred with Mr. Farr's statement. She stated that she had concerns with cutting the budget 5% with CIP projects that already had begun to be implemented. Mr. Guerra requested that all options available be presented in writing to the Council for their review. City Manager Gonzalez said he would present the Council with figures of a 5% budget cut. Mr. Guerra moved to approve Mr. Coddington's budget policy suggestions and added the following and Mr. Coddington seconded the motion which passed unanimously: (Mr. Coddington's Budget Suggestions with the additions attached to these minutes.) Additions: Present City Council with working papers for Council's review at budget workshops showing various colums which would contain figures from last year's budget, a budget of 5% cut from last year and the Department Head's requests. No more mid year budget adjustments.
