9 Regular Meeting June 23, 1986 Page 7 Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TAX INCREMENT FINANCE ZONE ANNUAL REPORT TO TAXING UNITS, AUTHORIZING THE MAYOR TO SIGN THE REPORT, AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for adoption of the Resolution, and Mayor Younger seconded the motion which passed unanimously. Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE APPOINTMENT BY THE CHIEF OF POLICE OF JAMES FREDERICH WISENER AND RICHARD LESTER HOWELL AS MEMBERS OF SAID CITY'S POLICE RESERVE FORCE, APPROVING THE REMOVAL BY THE CHIEF OF POLICE OF CECELIA MARIE HUBBARD AND EDWARD J. RADICKE FROM THE POLICE RESERVE FORCE, AND DECLARING AN EFFECTIVE DATE. Mr. Coddington moved for adoption of the Resolution and Mr. Farr seconded the motion which passed unanimously. Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT RESOLUTION ADOPTED JUNE 9, 1986, WHICH APPROVED THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM GRANT APPLICATION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS FOR THE AREA REVITALIZATION FUND TO MORE FULLY EXPLAIN THE PURPOSE OF THE APPLICATION IN PART 3 OF SAID RE- SOLUTION AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for adoption of the Resolution and Ms. Kissler seconded the motion which passed unanimously. Mayor Younger introduced for consideration award of bid for Cock House Restoration and Addition. Dr. Gwen Smith of the Heritage Association approached the podeum. She stated that the Heritage Association has recommended to the Council to reject the bid and authoriz~ re- bidding at a later date due to the rather high bids received. Mr. Jeff Kester, Architect, approached the podeum and explained the reduction of work necessary for the new specifications for the bidders should the Council wish to act on the Heritage Association's rec- commendations. Mr. Farr moved to reject all bids on the Cock House Restoration and Addftion and authorize re-bidding at a later date and Mayor Younger seconded the motion. On roll call the following vote was recorded: FOR : Coddington, Farr, Younger, Guerra, Kissler AGAINST : Nicola ABSTAIN : None
