Althoo.gh this practice, general- <br />ly referred to as through-the-fence operations, is frowned upon by the <br />FAA and other Pederal agencies involved with programs that are con- <br />cerned with real property, it can be beneficial to both the airport <br />operators and certain business or commercial interests that are <br />actually located off-airport. However, the arrangement must be care- <br />fully conceived so that the on-airport businesses do not suffer a <br />disadvantage or that the off-airport operations do not deplete airport <br />assets or resc:urces withoo.t compensation. This is particularly true <br />where the off-airport bIsiness depends entirely upon the proximity oftthe airport and access to it, but does not COll1PenSate the airport for <br />the privilege of using the facilities or having access to airport <br />~siN'SS activity (fine operations, pilots, aircraft, ete.). <br /> <br />9.l3 <br />
