<br />~ Rental <br /> <br />In the event that the tenant desires to lease land and construct his <br />own facilities, the City should strive to insure that the q:lerations <br />to be 00rlducted are compatible with, and appropriate to, airport and <br />aviatiem related activities. '!he rates for land leases vary markedly <br />f.tClJll locatiem to locatiem and any agreement for land lease should be <br />executed cmly when the City is satisfied that no greater benefits can <br />be realized from altemative use. 'Arty physical improvement such as <br />roadways or utilities should be provided by the City to insure that <br />~iate design and c::xmstruction standards are met, with the costs <br />for such improvements passed em to the lessee under the terms of the <br />agreement. <br /> <br />Lease rates, therefore, should be a function of the land class under <br />ocnsideratial1 however, there are other considerations which ought to <br />be of great i.mportanc:e in the determination of final lease rates. The <br />following are offered as sugqested criteria: <br /> <br />1. The lessee or developer pays all improvement cos.:ts, including <br />streets, aprons, taxiways, utilities, etc. within the leased <br />premises. 'lhis arrangement should be administered in a manner <br />similar to p%q)erty developnent within cities. <br /> <br />2. Insurance should be maintained by the lessee to cover property <br />loss, liability, and workman's compensation. <br /> <br />3. If improvements are already in place, the lease rate should <br />reflect that situatim. <br /> <br />4. The lessee/developer must comply with all airport rules and <br />regulations, and properly maintain the p%q)erty or improvements <br />to ai.J:port. standards. <br /> <br />5. Pinally, the terms of the lease are an important factor in deter- <br />mining lease rates. <br /> <br />Cbviously, the ai.J:port. administration must determine whether or not a <br />longer term lease at lower rates is desirable for certain types of <br />uses. It must also be recognized, however, that in many cases <br />financinq for major improvements is possible only through a long term <br />lease (20 years plus) and the lessee/developer may be offered some <br />form of incentive to make a larger investment that will ultimately <br />benefit the ai.J:port. and the community. <br /> <br />9.12 <br />
