However, many of the structures may not be suitable for <br />util:f zation as <XIIlD'lercial or business structures, and it may be more <br />beneficial to raze the structures to recover space for the <br />construction of new facilities. As was recommended relative to <br />construction of T-Hangars, the City can benefit from either <br />c:aurtruction and ownership of new Wildings by private develq>ers, or <br />through municipal ownership and construction. Again, this decision <br />must be with the City government; whether or not a city government <br />should engage in basic land and facility development practices is a <br />decision that has significant economic and philosophical questions to <br />consider. The City should not, however, ignore the possibility of <br />assuming ownership, if necessary, in order to encourage airport <br />~~e:uents. <br /> <br />While ownership of future buildings on the airport is not necessarily <br />encouraged, there are certain advantages that can accrue to tenants <br />through City sponsorship of the project. Again, the terms of the <br />lease and the specific project details are of principal concern. <br /> <br />In either case, the City must mai.ntai.n strict control over the design <br />of new t:ui.1dings or renovation of older ones and assure the compliance <br />with rules, codes, and policy relative to buildings and ground mainte- <br />nance, etc. It is strongly recommended that appropriate City codes <br />and building standards be used as basic design/construction guidance <br />during planning phases. <br /> <br />9.11 <br />
