<br />As mentialed previously, full time airport management is immensely <br />beneficial in this particular area of airport administration. The <br />implementation of rea&a1able airport tenant rules and regulations such <br />as building maintenance, safety, and building utilization should be <br />undertaken and enforced. <br /> <br />1he following recommendations should be cxmsidered for implementation <br />in the i.mmediat:e future: <br /> <br />! Hangar and AiJ:craft: tie ~ <br /> <br />surveys oornuct:ed at several general aviation airports similar in size <br />and type to San Marcos Municipal Airport, indicate that the most <br />reasonable fi.nanclal arrangement with regard to ~hangar development <br />is wholly dependent upon the individual circumstances at each specific <br />airport and em local needs for aircraft storage facilities. <br /> <br />Many aiJ:ports have permitted the development of privately financed and <br />owned aircraft hangars on airport owned land. This could be done <br />through a land lease for a long term land lease, with provisions in <br />the lease agreement that all improvements revert to public or <br />Dllmicipal ownership at sane specific point in time. This arrangement <br />allows the lessor to realize benefits from increased commerce and <br />airport activity without ~ing involved in the day-to-day problems <br />of managing the hangars, as well as avoiding the initial capital <br />outlays to construct the improvements. If a reasonable lease <br />agreement can be drawn for ground rental, then the development of <br />privately owned T-hangars has many advantages for the City. <br /> <br />CO the other hand, there is Ca1Si.derable merit to the City being able <br />to assume canplete responsibility for maintenance and operations of <br />the T-Bangars thrcugh ownership. It is desirable in either case for <br />the City to have ultimate authority with respect to how the hangars <br />are operated, what rates are charged, and the extent to which the <br />hangars and the leased premises must be maintained. <br /> <br />In view of the fact that there has been strong interest from the <br />prlva1:e sector, and since there are other needed airport improvements <br />that woald require expenditure of City funds, it is reconunended that <br />private sector development be considered as the primary means of <br />providing aircraft storage and maintenance facilities at the airport, <br />with possible fi.nanci.a1 assistance from the City through all sources <br />avail~ble under various bonding programs. Although the revenues from <br />hangar rentals would not flow directly to the City, a reasonable <br />retum can be assured 't:l1rQ1gh adequate lease provisions. <br /> <br />It is, however, recommended that the City retain ownership of the <br />existing city owned hangars, since they are of recent oonstruction and <br /> <br />9.10 <br />
