The plan is also intended to complement the <br />recanmendatioos contained in the completed airport master plan. <br /> <br />However, proper master planning of this particular project must go <br />beyond the basic and fundamental objective of simply laying out the <br />project - it must also consider the impact of the project on the <br />environs, and upon property that is immediately adjacent to the <br />J:ALU1JOSed development. Further concern must be given to the fact that <br />this project, even in its formative and developmental phase, will be <br />the precursor to the very significant new development tbat will occur <br />a1 the northeastern perit:ilerY of the City of San Marcos for years to <br />oome. As such, it deserves special care in terms of how it is to be <br />developed relative to the long range impacts of the example it will <br />set. <br /> <br />A properly developed master plan for an industrial or business park <br />enviraunent shculd be assembled with a carefully constructed set of <br />planning concepts to act as guidelines during project planning and <br />devel.opnent. We have included in this report, major planning concepts <br />that will be significant in the development of the rand Use Plan and <br />which the consultants hope will be used in the subsequent development <br />phases of the business/airpark area. <br /> <br />pl~;1'IIlJ ~ <br /> <br />Delineation of spatial and temporal relationships within the project <br />boundaries is a principal product of the planning process 1 however, <br />the character (and quality) of the project is contingent upon the <br />influences of planninq goals, concepts, constraints, and regulations <br />ultimately adopted by the sponsor.
