<br />3. <br /> <br />This procedure may be a viable alternative should there be <br />reststance to the land transfer by the Job COrps Center. <br /> <br />'1tIere also exists a more routine procedure under which property <br />and assets are sometimes transferred. This is simply an <br />administrative procedure between the controlling agency, the <br />General Services Administration (GSA), and the public agency <br />requesting the property transfer. The 1976 transfer of 31.5 <br />acres to the City fran the Department of Labor was accomplished <br />through the General Services Admi.ni.stration. It is conceivable <br />that this might be the most realistic awroach to the transfer, <br />assuming that Gary Job Corps Center is willing to release the <br />land. Congressional liaison may be helpful in pursuit of this <br />alternative. <br /> <br />Approximately 37 additional acres of land will be needed for <br />aeronautical purposes if aviation activity at San Marcos <br />materializes in the levels forecast over the next two decades. <br />Should activity increase above the levels forecast, some <br />additional land area beyond that could be required. It is <br />recommended that the City of San Marcos attempt to resolve the <br />issues (if any) concerning the transfer and then pursue the most <br />~iate method. <br /> <br />It is also rec:amnended that the City of San Marcos, through its <br />AiIport Camnission, review on an annual basis the on-airport land <br />use c:anmitments and short term requirements to insure that the <br />land uses and airport development projects are consistent with <br />the lanq term planning goals and objectives, and also to assure <br />that adequate land is available for intermediate (five to ten <br />years) airport development requirements. If, for example, in <br />1985, it became awarent that additional land beyond the 37 acres <br />recommended for transfer from the Job Corps were needed, then <br />action should be undertaken to obtain the additional land area <br />required. It is also recommended that the Airport COmmission and <br />the City of San Marcos closely monitor the Job Corps and <br />Department of Labor develq>ment plans, and be involved in all Job <br />Corps area decisions which may impact upon the aviation or <br />aeronautical activities.
