'1bese alternatives involve the <br />various ~ties and opticms that are available for influencing, <br />directing, managing, and controlling the type and sequence of <br />develq:ment in the aiJ:port envi.ra1s. The various techniques and mech- <br />anisms range from simple land acquisition programs to more advanced <br />regulatory mechanisms and adviSO%y programs. Fach different mechanism <br />is useful in accomplishing desired objectives and can be utilized <br />either separately or in ccncert: with others as the situatioo dictates. <br /> <br />The following land use planning and control al ternati ves have been <br />evaluated for ~lication within the environs of San Marcos Mtmicipal <br />Airport. <br /> <br />l. Fee SiDple Land Qmershi.p. <br /> <br />2. Direct Cattrols: zeming, oomprehensive planning, subdivision <br />regulations, bJildinq codes, easements. <br /> <br />3. Acoustical treatment (sound proofing> for development with <br />high level exposure areas. <br /> <br />4. Otilizaticm of financial discouragement of new development <br />within incanpatible areas. <br /> <br />5. Advisory notice programs for prospective developers, home <br />buyers, and prqlerty owners in the airport environs. <br /> <br />6. Otilizaticm of capital iDprovement programs. <br /> <br />Fee Af~1e IaDd ~abip <br /> <br />Fee simple ownership is the most effective means of controlling land <br />use developnent and ensuring canpatibility that is available to the <br />aizport. It is also the most expensive. It must be emphasized here <br />that San Marcos ~ ~ appear to have need of any additional <br />~va1:elY owned land. However, fee simple land acquisition is a very <br />alternative for land use oontrol on airports and is included here <br />as such. <br /> <br />Basically, land acquisition can be: aCOODtplished through negotiation <br />and purchase, or through condemnation procedures. Although it is <br />usually the most expensive, resale of excess land (if any) for a <br /> <br />6.1 <br />
