<br />BeCause of the complex! ty of Texas law relative to zoning practices <br />and because of the area encompassed by the airspace zoning over lay, <br />the issues surrounding the implementation of the height zoning plan <br />are quite complex. Unless the zoning overlay is completely within the <br />jurisdiction of the city proposing to implement the :-; .ming, a joint <br />city-county zoning board must be established. In the case of San <br />MarcoS Municipal Airport, the zoning board would have to be <br /><:a18tituted with representatives from Hays and Caldwell Counties, as <br />well as from the City of San Marcos. <br /> <br />Due to the unusual complexity of height zoning in Texas, it is <br />recommended that the City of San Marcos consult with the zoning <br />sped CJ 1; sts at the Texas Aeronautics COmmission to determine the most <br />~opriate action to undertake. <br /> <br />At.rpart Acce&& Plan <br /> <br />As the terminal area is developed and as the industrial properties on <br />the airport are improved, a new first class access road will be <br />required as shown on the ALP. Since the ALP and land~ use plan call <br />for terminal area operations to continue at the existing location <br />throughout the planning period and a large industrial/office park is <br />to be developed on the southwest portion of the airport, a new <br />teDninal area access roadway is identified for immediate construction <br />to alleviate congestioo., inefficiency, and safety problems which would <br />othet:wise occur. However, it is recognized that the anticipated level <br />of traffic will not reach the capacity of the roadway system or <br />intersections near the airport. Since Kane Avenue is recommended for <br />aoquisition as a part of the land to be acquired from Gary Job CorPS, <br />then most of the long term terminal area access requirements will be <br />satisfied. <br /> <br />Area-wide access to the airport is depicted on Figure 7.l along with <br />suggested directional signing locations. It is recommended that the <br />State and County Highway departments be contacted to determine the <br />f~$i nility of the installation of signing as indicated. <br /> <br />7.3 <br />
