since the airport was transferred to the City of San Marcos from the
DepBrt1l1eIlt of Defense and the oonditions of transfer require that the
facility be used for aerooautical purposes.

~ lllaiqJd- ~iJ'g' Plan

'!be ~ of airport height zoning is to prevent the construction of
strUctures or natural growth which would constitute hazards or
obstrUctions to aircraft operating from the airport. Such an
ordinance can be an effective method of controlling the height of
strUctures and trees around an airport, and of generally improving
land use OCIlptibillty in the imnedi.ate environs of an airport.

Appendix B is a graphic representation of the airspace zoning
recommended for San Marcos, and is included in this report to show
ally the general concept. 'Ibis Height/Hazard Zoning map is unchanged
from that included in the previous Master Plan and is still valid.
'.l11e report copy should not be used for legal reference, and full-sized
drawings should be oonsulted for purposes of accurately determining
the limits of the zoning.

ApPendix B represents zoning for ultimate airfield development as
contained in this plan. Changes in runway length and/or alignment
would cause changes in the zoning ordinance and require that the
ordinance be updated and revised as airfield development progresses.
It is recx:IIlmended that the zoning ordinance adopted reflect the zoning
required for the ultimate develqment.

A Model Ai.J:port Height ZOOing ordinance has been provided to the City
of San Marcos as a separate document. '!be model ordinance should be
considered as a guide, and will likely require modification and
revision to acoanmodate the specific needs of San Marcos. The model
ordinance and airspace zoning plan are in compliance with Federal Air
Regulations, Part 77, "Cbjects Affecting Navigable Airspace-. Part 77
establishes standards for determining obstructions in navigable
airspace, and sets forth the requirements for notice to the FAA of
certain proposed construction or alterations. It also provides for
airspace studies of obstructions to air navigation and of the
hazardous effect of prqxJBed construction or alterations on aviation
activity .

7.2
