EXAMPLES OF PREVIOUS WORK WITH REFERENCES

City of Carrollton Comprehensive Land Use Plan Update

The City of Carrollton contracted with CLRINC to update the City's 1982 Compre-
hensive Land Use Plan with the addition of goals, objectives, and implementa-
tion strategies and a new Future Land Use Map. CLRINC worked closely with
City staff, the Vision 2000 Committee, and the Planning and Zoning Commission
in completing the plan policies. CLRINC is also responsible for general coor-
dination of format, graphics, and plan elements for a more comprehensive
expansion and revision of the plml to be initiated by City staff.

Reference: Craig Farmer, AlCP, Director of Planning
Carrollton, Texas
(214) 323-5111

Manchaca-Mopac Neighborhood Plan

CLRINC was contacted by Donna Kristaponis, Development Consultant, and hired by
Nancy Boyd, C.P.A., to prepare a land use plan as a guide and context within
which to make zoning and development decisions in a unique area of South
Austin. The Manchaca-Mopac Neighborhood Plan received input from and review by
leaders in the surrounding neighborhoods, as well as city staff, and was
adopted by the Manchaca Road-Mopac Neighborhood Association as their input into
the Sector 11 Plan. CLRINC was chosen to prepare this plan because of our
reputation of being objective, serving the public interest, and making recom-
mendations based on professional principles.

City of Buda Comprehensive Plan, Zoning Ordinance, and Subdivision Ordinance

The City of Buda has been under intense development pressure because of the
continuing demand for housing in the Austin metropolitan region. This pressure
from proposed residential development spurred the Council to declare a 60-day
moratorium on new construction and subdivisions in May, 1983. During that
period, CLRINC prepared an Interim Zoning Ordinance and revised the Subdivision
Ordinance to give the City sufficient development controls after the moratorium
was lifted and while CLRINC prepared the overall land use and development
policies of the Comprehensive Plan.

The Interim Zoning Ordinance and revised Subdivision Ordinance were adopted
July 21, 1983 and the moratorium was lifted. The Comprehensive Plan was adopted
on October 4, 1983. The comprehensive planning process included a well attended
citizen input workshop in which the Nominal Group Process was administered to
determine planning priorities for the City of Buda. Those priorities, along
with the needs identified in the 1982 Planning Needs Assessment, were instru-
mental in setting the goals for the City. The Plan goes on to include objec-
tives and implementation strategies for land use and development planning. It
also includes a Future Land Use Map with the Major Streets Plan incorporated in
that same map.

The Buda Comprehensive Plan was revised in June 1985 to include elements funded
through the Texas Community Development Program. Those elements analyze
drainage, water and wastewater service, street improvements, parks development,
community facilities and services, financing and administrative needs. CLRINC
acts as adjunct staff to the City of Buda and as Buda's City Planners and

13
